Novalić: FBiH and RS Governments committed to socio-economic reforms

SARAJEVO, October 10 (FENA) - The FBiH Prime Minister Fadil Novalić said that the document "Joint Socio-Economic Reforms for the period 2019-2022" was created as a result of one-year activity and consultations at the political and technical levels, and it represents the final synchronized document between the two entity governments.

Namely, the Government of the Federation of Bosnia and Herzegovina at its session in Mostar on Thursday gave its consent to the Joint Socio-Economic Reforms for the period 2019-2022 and authorized the FBiH Prime Minister Fadil Novalić to sign this document.

At a press conference today, Novalić said that by adopting the strategy, he wants to send a message that both governments are committed to socio-economic reforms, in order to accelerate economic growth and improve the standard of living of BiH citizens.

He added that the document is also in line with the opinion of the European Commission and representatives of the international community in BiH.

“With today's adoption, both entities have shown that the reform path is priority for all levels of government, which does not mean that the formation of the new convocation of the BiH Council of Ministers and the FBiH Government should not be started as soon as possible,” said Novalić, adding that they are facing three years of challenges.

He stressed that significant reforms in the fields of health, restructuring of public companies, improving the business climate are aimed at ensuring faster economic growth and improving the position of all citizens, especially the position of young people, since they are leaving BiH.

“To be clear, these reforms must be implemented at all levels of government and we are all responsible for their implementation,” said Novalić, adding that the adoption of the strategy will be followed by the adoption of action plans, as it was in the reform agenda, which will list activities and their carriers.

FBiH Prime Minister Advisor Goran Mirašić emphasized that the document is fully aligned with the FBiH economic reform program and economic policy.

He explained that the document identifies four key priorities. The first one refers to rapid and sustainable economic growth, increasing the competitiveness of the economy and improving the business environment, where the current situation is described and what needs to be done next.

“One of the basic measures is the tax burden on labor. It may not have been successful yesterday at the session of the House of Representatives of the FBiH Parliament, but we expect it will happen soon,” he said.

Mirašić also stressed that the strategy also indicates accelerated economic growth through road and energy infrastructure, as we all know that external economic factors are not in favor, given the fact that there is a slowdown in the global economy, especially in Germany.

He said that the second priority concerns depoliticisation of public enterprises and the increase in efficiency and effectiveness of public enterprises, adding that most measures will be on improving corporate governance, restructuring at all levels, with the primary objective of increasing efficiency and profitability.  

“The FBiH government has already prepared a regulation that will be discussed at one of the next sessions, regarding transparency and monitoring of work,” he said.

Mirašić said that the third priority relates to comprehensive reform of the health insurance sector, which envisages a number of specific measures, which include a mapping and complete analysis of all debts in cooperation with the World Bank, in order to proceed with the adoption of a regulation to prevent further accumulation of debts.

The fourth key priority concerns providing opportunities for young people, women and other vulnerable categories in the context of special credit lines in order to maximize and stimulate the entrepreneurial activity of these categories.
