BiH Ombudspersons: Serious situation is not only in Pazarić, but in most centers

BANJA LUKA, November 22 (FENA) – The Ombudsman Institution of Bosnia and Herzegovina called on for the professional oversight of the work and functioning of the Pazarić Institute, urging everyone to restrain from prejudices until an adequate investigation is carried out.   

Ombudsman of Bosnia and Herzegovina Ljubinko Mitrović at a press conference today called on the prosecution, inspection, competent ministry and all other relevant institutions to do so.

Mitrović said that professionals should state its position on everything that has come out in public in recent days regarding the situation at the institution.

Ombudswoman Jasminka Džhumhur was in Pazarić before yesterday, stating that it was necessary to determine how the photographs were made, noting that the stigmatization of employees should not be allowed now.

She added that if a person shows a sign of self-injury, then a solution should be sought and it is legally determined when medical fixation is permitted.

She emphasized that the situation with the lack of adequate staff is not present only in Pazarić, because a large number of centers for social work in Bosnia and Herzegovina have problem with lack of staff and accommodation capacities, technical equipment, and poor working conditions.

“If the local community is not developed, there are also financial problems,” said the ombudsman Ljubinko Mitrović.

In presenting a special report on the situation and problems encountered by the centers for social work in BiH, he also stated that the lack of cooperation with other authorities is a problem.

The recommendations made by the Ombudsman Institution stated that it is necessary to strengthen the capacities of social work centers together with the competent authorities, especially regarding working conditions.

It is necessary to upgrade the databases of beneficiaries of social protection rights, propose appropriate legal solutions in order to provide unconditional and free health care, as well as provide physical security for employees who work with clients.

Džumhur added that there is a lack of standards in the field of social protection and pointed to the need for preventive protection, which would also allow the ombudsmen to check the work of a particular institution at any time of day and at night.

Ombudswoman Nives Jukić warned against misunderstanding the importance of the social worker profession.

“Higher staffing and technical equipment, as well as supervision, are urgently needed,” added Jukić.
