Dodik: I asked for Željko Komšić to be held accountable

SARAJEVO, February 19 (FENA) - The BiH Presidency member Milorad Dodik said at a press conference in Sarajevo today that he was “outvoted on all the agenda items at a session of the BiH Presidency.”

He said he tried to propose changes to the agenda by seeking to include an item that would determine the responsibility of the BiH Presidency Chairman Željko Komšić because, as he claims, "Komšić manipulated the President of the European Court of Human Rights and the BiH public, violated the Constitution in relation to the appointment of new judges to the Constitutional Court of BiH".

“My proposal implies the fact that Komšić, as Chairman of the Presidency of BiH, violated the BiH Constitution and the Rules of Procedure of the BiH Presidency, and knowingly violated the provisions of the Constitution relating to the powers of the Presidency and the obligation of the President of the European Court of Human Rights to consult with the BiH Presidency,” said Dodik.

He added that "by consciously concealing that he had received a letter from the President of the European Court of Human Rights, then by sending a response and assuming an obligation to consult with the other two members of the BiH Presidency and since he did not do it afterwards, he deliberately deceived the President of the European Court of Human Rights, who subsequently made the appointment of the judge."

“My goal is to determine the responsibility. In this country, if you have two BiH Presidency members, you can outvote the third constituent people and a third Presidency member. You can violate the Constitution, deceive the President of the European Court of Human Rights and there is no liability,” - Dodik asserts.

He thinks that "it is perfectly adequate for Komšić to resign if he has moral dignity and cares about the country he is trying so hard to represent."

“It is his responsibility. We will see with other political stakeholders in BiH how we will address this issue with the competent institutions,” Dodik said.

He noted that he has proposed the item on the agenda on this issue, but that the other two members voted against.

Dodik also said that, in line with the RS National Assembly's conclusions, he acted by voting against the agenda, against the minutes and all the proposals, in order that the RS representatives in the BiH institutions do not contribute to any decision-making in any of the BiH institutions.

“Some of them are final, such as those related to the military, they have been rejected, such as the participation of the BiH Mission in Afghanistan, i.e., and some will go to the next session. A vital national interest will be filed for the two, bearing in mind that at the last session of the Presidency that agenda item was rejected and was again returned by the Presidency Chairman. The first item referred to the visit of President of Montenegro, Milo Đukanović to Bosnia and Herzegovina,” said Dodik.

He noted that he again voted against which implies that "if the RSNA decision is respected, the vital national interest must be filed, meaning that the matter will go to the RSNA, which will decide whether Đukanović would visit BiH or not.”
