BiH PA House of Representatives adopts Bill on termination of mandate of HJPC

SARAJEVO, February 26 (FENA) - The House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (BiHPA) today adopted Bill on termination of mandate of the High Judicial and Prosecutorial Council (HJPC) of Bosnia and Herzegovina, in the current convocation, proposed by MP Dragan Mektić.

The proposed bill provides that the mandate of the HJPC, in the current convocation, will expire on 15 June 2020. By June 8, 2020 at the latest, judicial bodies, bar associations and institutions of BiH that elect members to the Council, in accordance with the HJPC Law, are required to carry out the process of electing new members of the Council, it is said in the proposed bill.

In his explanation, the proponent stated, among other, that one of the reasons for proposing the law was "restoring public confidence in the work of judicial institutions and holders of judicial positions".

MPs did not adopt the Bill amending the BiH Human Rights Ombudsman Act, proposed by the BiH Council of Ministers, which aims to strengthen the institution's role in promoting human rights, creating conditions for establishing quality dialogue with the non-governmental sector, academia and international and promoting financial independence.

Due to the lack of the required entity majority of votes from the Republika Srpska, several legislative proposals were sent to the Collegium for harmonization.

Among other things, the Collegium will try to agree on proposals for amendments to the Law on Financing of Institutions of BiH, the Law on Patents, the Law on the Judicial Police of BiH, and the Law on the State Aid System in BiH.

The House of Representatives did not accept the negative opinion of the Finance and Budget Commission on the Bill amending the Law on Salaries and Remuneration in the Institutions of BiH, proposed by Mirjana Marinković Lepić and Predrag Kojović, and the commission is tasked with drafting a new report.

The Collegium of the House will have to harmonize more reports due to the absence of an entity majority from the RS during the vote.

Deputies voted in the second round to approve the ratification of several international agreements, treaties and conventions.
