Izetbegović, Radončić, Komšić: Dodik has crossed the "red line"

SARAJEVO, February 26 (FENA) - Leaders of the Party of Democratic Action (SDA), Alliance for a Better Future (SBB) BiH and Democratic Front (DF) Bakir Izetbegović, Fahrudin Radončić and Željko Komšić, in a joint statement after a meeting in Sarajevo, said that pro-Bosnian forces will not sit and do nothing about President of the Alliance of Independent Social Democrats Milorad Dodik crossing the "red line" by disrespecting institutions and secessionist messages about the state of Bosnia and Herzegovina.

“Threats of secessionism, announcements of unconstitutional referendums, and other activities undertaken by Milorad Dodik, the SNSD and other political parties in the RS entity by refusing to carry out the Constitutional Court's proclamations of BiH, represent an attack on the Dayton Peace Agreement, thus threatening peace and stability in BiH, but also throughout the region. We will respond vigorously and decisively to any activity that threatens the territorial integrity of Bosnia and Herzegovina, by all necessary means. No one shall ever separate from Bosnia and Herzegovina any part of its territory. Any action in this regard can only cause a breakdown of the peace reached in Dayton, it is said in a joint statement by the leaders of the three parties, quoted by SDA President Bakir Izetbegović after the meeting.

The three leaders told representatives of the international community, especially the countries that are guarantees to the Dayton Accords and the Office of the High Representative in BiH, that it was high time to take decisive steps so that the crisis caused by Miorad Dodik would not escalate with unprecedented consequences.

The joint statement also stated that Serbia as one of the signatories is required to strictly abide by the Dayton Agreement, in particular Article 1, which states: “the Parties shall fully respect the sovereign equality of one another, shall settle disputes by peaceful means, and shall refrain from any action, by threat or use of force or otherwise, against the territorial integrity or political independence of Bosnia and Herzegovina or any other State”.

According to a joint statement by the leaders of the SDA, DF and SBB, for the citizens of Bosnia and Herzegovina, the reaction of Serbian President Aleksandar Vučić is very mild and unconvincing when Milorad Dodik threatens secession and threatening Bosnia and Herzegovina before him and the Patriarch of the Serbian Orthodox Church, Irinej.

“If Vučić truly respects the Dayton Peace Agreement, the sovereignty and integrity of Bosnia and Herzegovina, as he claims, then he must make it clear to Dodik and everyone around Dodik that secession is impossible, that the decisions of the Constitutional Court must be respected and that the institutions of the State of BiH must not be blocked. Therefore, he along with other Serbian officials, should behave accordingly. Serbia has assumed such a role by signing the Dayton Peace Agreement. This implies that concrete, clear and unambiguous, denial from Serbia of support for a destructive and secessionist policy that threatens not only Bosnia and Herzegovina but peace and stability throughout the region, and not to, without any basis, insist on the narrative of "Serb vulnerability and injustice" of the whole world to them". Such a narrative was present in the 1990s and we all know what it has resulted in,” it is said in a joint statement.

The three leaders said their parties would not agree to any ultimatums, blackmail, or attempts to impose the will of an entity or policy on the state.

They also state that they will firmly, through the institutions and by all democratic means, oppose attacks on state institutions and further ethnic divisions.

The message from the joint statement is that the aforementioned parties will not support changes to the structure of the Constitutional Court of BiH, which, with international judges, as well as the entities, is an integral part of the Dayton Agreement.

The leaders stated that changes to the structure of the Constitutional Court can only be discussed once Bosnia and Herzegovina becomes a member of the European Union and NATO, within a broader constitutional reform that would allow BiH to function without boycotts and blockades.

Presidents of SDA, SBB and DF urged the Croat Democratic Union of BiH (HDZ BIH) to propose the President of the Federation of Bosnia and Herzegovina and thus unblock the process of government formation in FBiH, and afterwards to open an honest dialogue on amendments to the electoral legislation, respecting the judgments of the European Court of Human Rights.

Leaders expect the HDZ not to take the side of the crisis generator, and urge all Bosnian and patriotic political forces to act with a unified response and counter the attacks on the state.

They called on all political actors in BiH for strict adherence to the Constitution and respect of the rule of law.

According to a statement by one of the participants in today's meeting, SBB leader Fahrudin Radončić, Dodik and separatist politics have been told that there is a "red line" and that Dodik should review positions detrimental to Bosnia and Herzegovina.

DF leader Željko Komšić said that this was a kind of invitation for Dodik to return to work in BiH institutions, because the damage of his actions, the withdrawal of foreign investors, for example, will severely cause the life of the citizens in Republika Srpska.

“One must know how far one can go in political action. BiH institutions are not something that can be negotiated as long as they are a constitutional category,” Komšić said, noting that most of the grant money from existing agreements had to be realized in Republika Srpska.

Komšić ultimately said that Bosnia and Herzegovina would not fall apart and would never be in the impossible position from the early 1990s.

"No separatism will be possible without the response of pro-Bosnian forces, whatever that means," SBB leader Fahrudin Radončić said, noting that the "red line" in this case means Dodik's disregard for the decisions of the Constitutional Court and other BiH institutions, as well as his secessionist threats.

“The institutions of BiH will not be destroyed, who has not learned this, they will learn,” SDA leader Bakir Izetbegović concluded.
