SARAJEVO, May 13 (FENA) - In March and April this year, 26.5 percent fewer tenders were announced in Bosnia and Herzegovina than in the same period last year.
According to the data available to the platform Briefing BiH, the agency for monitoring and analysis of tenders, in the observed period in 2020, 4,519 tenders were published, and in the same period last year, there were 6,143 published tenders.
"The briefing monitors more than 2,500 sources within the tender monitoring service and we have noticed a significant increase in the number of tenders in the negotiation process. Analyzing the data, we found that in 2020, there were 41.5 percent more tenders being done in negotiation procedures than in the previous year," points out the director of the Briefing BiH, Tarik Džaferović.
According to the epidemiological situation, the procurement of disinfectants and medical equipment was at the forefront.
"Thus, by the end of April this year, 172 negotiation procedures for the procurement of medical devices were published, and last year there were only 38. This type of procedure does not require publication, so there were certainly even more of them," Džaferović specifies.
According to the existing Law on Public Procurement of BiH, the negotiated procedure is used only under explicit conditions and as an exception if it is not possible to conduct an open call or a standard tender procedure.
