Tegeltija: BiH CEC should continue election activities

SARAJEVO, May 15 (FENA) - Chairman of the Council of Ministers of BiH Zoran Tegeltija, at the session of the House of Representatives of the Parliamentary Assembly of BiH, answering the question of MP Sanja Vulić (SNSD) whether funds from the budget of BiH institutions for local elections will be provided and available and when, replied that as far as the financing of local elections is concerned, the obligation of the Council of Ministers of BiH is clear.

He noted that the first budget proposal submitted to the Presidency of BiH defined the position for conducting local elections in the amount in which it was defined.

“The planned funds for elections will certainly be found in this budget, which will be submitted to the Presidency of BiH, and after that to the Parliamentary Assembly of BiH. Even if there are some difficulties with the adoption of the budget, the Council of Ministers of BiH has the opportunity to make the necessary decision to secure funds for elections, even if we are in the system of interim financing. My appeal is, first of all to the BiH Central Election Commission (CEC), to continue all election activities that are necessary for conducting local elections, and to leave the problem of financing to the Council of Ministers of BiH,” said Tegeltija.

He reminded that the Council of Ministers of BiH had previously determined the draft budget proposal and sent it to the procedure to the Presidency of BiH.

According to him, the moment when they adopted the budget and the moment when they prepared it differed significantly from the point of view of the needs and problems that appeared in the whole society, even in BiH, related to the coronavirus pandemic.

“The Presidency of BiH, at the session, concluded that the budget of BiH institutions is returned to the Council of Ministers of BiH to prepare it under the new situation and the needs that arise. The Presidency of BiH concluded that the Council of Ministers of BiH should submit the proposal of the new budget to the Presidency of BiH by March 31, with a proposal to take into account this situation,” the Chairman of the Council of Ministers of BiH reminded.

MP Predrag Kojović (Our Party) asked the question whether the Council of Ministers of BiH has done anything, or plans to do, on the implementation of the judgment of the European Court of Human Rights ordering the holding of elections in Mostar?

Chairman of the Council of Ministers of BiH, Zoran Tegeltija, replied that as far as holding local elections in Mostar is concerned, neither the BiH CEC nor any other body in BiH has received any information that something needs to be done by the Council of Ministers of BiH to hold local elections in Mostar.
