Komšić: We are drafting amendments to the Public Procurement Law

SARAJEVO, June 4 (FENA) - Member of the Presidency of Bosnia and Herzegovina Željko Komšić confirmed today that the proposal for amendments to the Law on Public Procurement of BiH, which must be harmonized with European standards, is in the process of drafting so that the cases like the one with the procurement of ventilators would not be happening again.

In an interview with FENA, Komšić emphasized that the Law on Public Procurement first of all needs to be amended in the part concerning cases of exemptions in public procurement.

Speaking about, as the media called it, the scandal with purchase of ventilators, Komšić noted that in that sense there are two important things, the first of which is that judicial institutions must prosecute those responsible and determine their responsibility, and secondly that judicial institutions must be free from political influence.

“Citizens still do not know the truth about all of this. It would be much better if we had more trust in the judiciary,” Komšić underlined.

In this regard, he welcomed the conclusion of the Peace Implementation Council (PIC), which stressed that the High Judicial and Prosecutorial Council (HJPC) must be free from any political influence.

He is satisfied, he notes, with the work of the Minister of Defense of BiH Sifet Podžić (DF) and the activities in the field of NATO perspective for BiH that Minister Podžić is carrying out, which is dealing with numerous aggravating circumstances after, as Komšić says, "the Croat Democratic Union (HDZ) led that ministry very poorly".

Speaking about the local elections, which have now been postponed to November, Komšić said that the elections must be held because that is the minimum of democracy, adding that not holding elections for any other reason, other than a pandemic, is completely unacceptable.

However, he believes that there will be a blockade on the way to holding elections, because there are parties that have a problem with the Central Election Commission (CEC), so they are blocking the holding of elections.

“Therefore, those who are against holding the elections are in favor of abolishing democracy and depriving citizens of their right to vote. Such violations must not be allowed,” Komšić stressed.

BiH is again experiencing a stalemate on the road to the European Union, although a political working group has been formed to find ways to implement the 14 priorities of the European Commission's Opinion.

Komšić reminds that the HDZ officials did not want to participate in that group, although, he adds, the head of the EU Delegation to BiH, Johann Sattler, called them champions of European integration.

“It didn't bother the HDZ to rudely humiliate him and reject his invitation. It is clear that this party is the biggest obstacle to BiH's EU path, that they do not accept the implementation of the judgments of the European Court of Human Rights, just as they do not accept the judgments of the court in The Hague, and without the implementation of those judgments we cannot join the EU,” said Komšić.

He pointed out that it is good that the SNSD and a member of the Presidency of BiH and the president of the SNSD, Milorad Dodik, have shown cooperation and desire to accelerate the European path, and Komšić expressed hope and conviction that this is a sincere commitment.
