Cikotić: Departure of young people is the biggest security threat to BiH

SARAJEVO, August 16 (FENA) - The security situation in Bosnia and Herzegovina has been burdened by migrations and the coronavirus pandemic, but there is a whole set of other security threats that pose a bigger problem for BiH in the long run, stressed the BiH Security Minister Selmo Cikotic in an interview with FENA. 

However, Cikotić is of the opinion that the security in BiH is at the level of security of the countries in the region, and in certain segments, the Minister believes that BiH may be more stable than some other countries, but in certain segments, there are more serious risks, challenges and threats.

However, in any case, the state minister claims, BiH citizens can feel safe even though they need to be warned that there are some areas or situations, especially in the context of this coronavirus pandemic.

"Our country is a safe one, but if you look at the security system, BiH has a large number of security structures and I cannot say that it is a perfect, functional and capable system to cope with all challenges. There are overlapping competencies of several agencies or structures or ministries at different levels, and at the same time, we have uncovered areas," Cikotić explained.

Therefore, there is a need to think about the need to improve the security system in the interest of all citizens and administrative parts of the state.

Cikotić emphasizes that the security system is a direct reflection of the political and constitutional system, and BiH has a complex legal system and a state that is simple according to its basic constitutional concept but it is decentralized, which in the security sphere results in fragmentation of security functions.

"As a final result, full functional coordination and connection in achieving security are not recognized. In relation to the existing resources, manpower, budget funds as well as technical potentials, we can make the state security better than it is right now," Cikotić believes.

Speaking about the biggest threats to the BiH security system, the Minister says that there are certain political concepts in BiH that challenge the functionality of the state and its institutions, as well as international subjectivity and the need to harmonize interethnic relations, and by caring for only one ethnic group, they produce a general climate of insecurity that is demotivating for the young people in Bosnia and Herzegovina.

That is the reason, he believes, that the young people, the most educated and most productive ones, leave BiH and their departure for Cikotić presents the biggest security threat for our country.

Among other threats, he identified organized crime and corruption, illegal trafficking in human beings, weapons, narcotics and other threats that disrupt stability and security in the long run.

He agrees with the fact that the primary focus on controlling the movement of migrants should be maintained at this moment, although he emphasizes that this cannot be seen as a crisis, because if that were the case, it would be necessary to engage all the state structures. At the moment, his believes that as a result of the dysfunctionality of the state, we are not even close to the even distribution of the burden in resolving the migrant crisis.

"This crisis is practically being carried by two cantons, part of the FBiH institutions and part of the state structures. To a certain extent, the Ministry of the Interior of the Republika Srpska and the transport companies of the RS are also participating, but we could perhaps debate on how much of a real contribution this comprises," Cikotić underlined.  

After Cikotić took office, he visited the Una-Sana Canton, which is one of the two most affected cantons by the migrant crisis. Talking to representatives of institutions, employees and management of reception centers, he got the impression that the camps are relatively well run, but the problem is the fact that not all migrants are registered in these camps and the stay of people outside the camps poses a serious and continuous problem.

"Our intention is to respect all human rights when dealing with the crisis, but we must not forget that the rights and freedoms of our citizens are placed above the rights and freedoms of migrants. With the protection and freedom of migrants, the rights and freedoms of our people cannot be called into question," said Cikotić.

Therefore, it is extremely important that institutions are organized in the control of public spaces so that the citizens of Bihać, Cazin, Velika Kladuša and other cities have a sense of freedom, and that migrants are allowed to exercise their rights in relation to such treatment.

"Their and goal is not BiH. Their roads neither start nor end in the Balkans, but BiH and especially the USC area is recognized as a zone on the mainland that is closest to the European Union," Cikotić emphasized. 

Cikotić sees a solution to the better response to the crisis in better control of BiH's eastern border, and better coordination between BiH institutions, and the Sarajevo Canton will provide financial support to the USC, while the FBiH Government will help equip security structures in charge of controlling the stay and reception of migrants.

Therefore, the Minister announces, the citizens of the USC will very soon be able to see that they have state structures that are in solidarity with them and that are ready to help them.

In order to achieve a better response to security threats, it is crucial to improve the coordination of all the competent institutions in Bosnia and Herzegovina, concluded Minister of Security of Bosnia and Herzegovina Selmo Cikotić in an interview with FENA.
