Magazinović: Abolish dual positions with the amendments to BiH Election Law

SARAJEVO, August 31 (FENA) - An MP in the House of Representatives of the BiH Parliamentary Assembly (SDP BiH) Saša Magazinović announced today in Sarajevo that he will submit a proposal for amendments to the BiH Election Law to the parliamentary procedure, which would abolish dual positions.

He stated that it is known that the Government of FBiH has not been formed for two years and that it took a very long time to form the Council of Ministers of BiH, and during that time the same people held positions of both MPs and ministers.

Magazinović pointed out that, although BiH laws provide for incompatibility of these functions, an exception was made in such cases before the last elections, which is now clearly becoming the rule.

“It is physically impossible to perform these two functions with quality, and that is why this Proposal of the Law on Amendments to the Election Law envisages the possibility of putting the mandate on hold,” said Magazinović.

He explained that this means that a minister at any level of government who has won a mandate in the legislature can put that mandate on hold, and that the function of an MP is performed by the person next on the list while the minister holds a mandate in the executive branch.

Magazinović specified that it would be possible to do that once during the formation of the government and once during the mandate at the request of the deputies in any circumstances.
