Grubeša: Certain war crimes cases will be transferred to lower-instance courts

SARAJEVO, September 24 (FENA) - The BiH Council of Ministers adopted a Revised State Strategy for Work on War Crimes Cases at an extraordinary session in Sarajevo today.

The BiH Justice Minister Josip Grubeša said after the session that the strategy had been in the pipeline for two years and that certain war crimes cases would be transferred to lower-instance courts.

"Annex B requires the Prosecutor's Office of BiH to submit within 90 days the information on the number of persons who have been convicted, the number of those whose cases are on appeal, the number of those awaiting the first instance decision, the number of those under investigation, those against whom the investigation has been suspended, and the number of persons against whom no proceedings have been initiated," Grubeša explained.

He added that the second item that further defines the strategy is the supervisory body, which was reduced by the Annex and the Court and the Prosecutor's Office of BiH have been introduced, as well as international representatives, as non-voting observers.

Grubeša pointed out that the Annex also defines regional cooperation, which will be realized in accordance with international standards, international bilateral and multilateral agreements, protocols and other regulations governing mutual cooperation.

"By adopting this strategy, BiH will receive the funds promised by the European Commission for the judiciary," Grubeša emphasized.

The adoption of this strategy was among the main recommendations of the recently presented Report of Judge Joanna Korner, former senior prosecutor of the International Criminal Tribunal for the former Yugoslavia.
