Cikotić: Migrants should be returned to Bira reception camp

SARAJEVO, October 2 (FENA) - Minister of Security of Bosnia and Herzegovina Selmo Cikotić said today that the situation with the stay and movement of migrants in the Una-Sana Canton should be brought back to what it was in the reception centers until September 29, i.e., until the closing of the camp "Bira" in the city of Bihać, because of the decision to open and close that camp can be made only by the Council of Ministers of BiH.

Cikotić said that this was one of the conclusions of the meeting attended by the Prime Minister of the Una-Sana Canton Mustafa Ružnić, the Mayor of Bihać Suhret Fazlić and representatives of the International Organization for Migration (IOM), the Service for Foreigners' Affairs and the Ministry of Security of BiH to discuss the situation in relation to the stay and movement of migrants in the area of ​​that canton.

Cikotić pointed out that the second conclusion of the meeting was to continue all the activities of state institutions, as well as international organizations involved in the process of dealing with migrants in accordance with international law and domestic legislation, as well as decisions of the BiH Presidency and BiH Council of Ministers, and other stakeholders and that further dealing with migrants should be done in line with these conclusions.

"These conclusions imply that migrants should be relocated from urban areas, but to the facilities prepared to receive them. Here, the hierarchy of the state should be respected, because the municipal council or the cantonal government cannot dictate to the state institutions what to do with international organizations," he emphasized.

The Minister claims that they did not agree with the first conclusion at the meeting, but that the second one was accepted and said that all those present at the meeting have clear responsibilities and that they will monitor the development of the situation in relation to those responsibilities.

The Mayor of Bihać, Šuhret Fazlić, said that the migrants would not be returned to the Bira reception center and that he demanded from the Prime Minister of the USC and the police commissioner that no migrants should return to Bira.

"We have full moral right, because we offered the location of the Lipa camp for which we gave our own funds. There are about 1,000 accommodated migrants in Lipa at the moment and there would be no problems with another 1,000 to be placed there tomorrow," he pointed out.

Prime Minister of Una-Sana Canton, Mustafa Ružnić, confirmed that they did not agree with the first conclusion of the meeting.

"We are talking about the second conclusion, and that is preserving the dignity of both, BiH citizens and migrants, and we have been doing that since 2018," said the Prime Minister of the USC.
