CCI on public enterprises in BiH - No control, no responsibility

SARAJEVO, October 7 (FENA) - Centers for Civil Initiatives (CCI) presented today in Sarajevo part of the results of a ten-month survey within the project "Fair Employment for Responsibility (FER)", funded by the Embassy of the Kingdom of the Netherlands in BiH.

They presented the key findings of the research related to transparency and accountability in the operations of the public enterprises in BiH for the period 2010-2018.

The Ambassador of the Kingdom of the Netherlands to BiH, Reinout Vos, said that what is important for this project is that it is about the transformation of public enterprises, their transparency in employment and the way they will be working in the future.

“What is happening, especially in the pre-election period in which we are currently, is that political parties openly agree on the division between sectors, between positions in public enterprises, in order to influence the work of those enterprises and to choose not those who are competent, but those that suit them,” stated Ambassador Vos.

Therefore, he added, managers are not elected on the basis of their abilities but on the basis of their party affiliation.

This is a double problem. First of all, because the enterprises are not run in the way and efficiently as they should be, and on the other hand, the candidates who meet the conditions and who can best meet the challenges are not able to get a job and therefore leave this country.

“That is why we are very interested in public enterprises being managed by competent persons who are able to provide the best service to citizens,” stated Ambassador Vos.

“He added that it is therefore important to establish a register of public enterprises, to analyze their work and their transparency, to be able to investigate the influence of political parties on those institutions. All this will simply result in the necessary policies that should guide these enterprises,” said Ambassador Vos.

Project coordinator of the project "Fair employment for responsibility" Hanifa Jašarević said that CCI has created the first single register of all public enterprises in BiH.

According to her, there are 550 public enterprises in BiH at different levels of government. Data from the register include two state-level public enterprises, 96 at the entity level, of which 48 are public enterprises in the FBiH and RS, four in the Brčko District of BiH, 41 at the cantonal level in FBiH and 407 at the municipal and city level in BiH.

“In a sample of 221 public enterprises for which the CCI collected business data, both directly from public enterprises and using other available sources, the data show that the public sector employs at least 67,000 people, that public enterprises have 6.7 billion KM per year, and owe more than 9.3 billion KM in total. Given that this is a sample of 40 percent of the total number of public enterprises, it is assumed that these numbers are significantly higher,” said Jašarević.

The data submitted to the CCI show that there is insufficient control over the work of public enterprises in BiH, as most reports of public enterprises are never considered at meetings of institutions that are founders, majority owners, or in charge of reviewing reports of public enterprises.
