Development of the Program of integration of BiH into EU begins

SARAJEVO, October 21 (FENA) - Development of the Program of integration of Bosnia and Herzegovina into the European Union, which addresses one of the key priorities from the Opinion of the European Commission related to the development of the national program for the adoption of the acquis communautaire, began with today's kick-off meeting at which the Methodology for its development and the accompanying action plan were presented online to the members of the Commission for European integration and the management of the working groups for European integration.  

The drafting of the Program also addresses the obligations assumed by the Stabilization and Association Agreement and the recommendations of the European Commission related to the need for EU regulations, and given the competencies of the government, to be taken over and implemented in a planned and harmonized manner in BiH.

Also, this document simplifies work planning and provides the public and the legislature with a good instrument for monitoring the work of the executive at all levels, and the process of BiH's accession to the EU.

The integration program will include an action plan for harmonization of regulations in BiH with EU regulations and an action plan for implementation of the recommendations of the European Commission and a review of administrative capacities and will cover a planning period of four years.

Thirty-six working groups and the Commission for European integration will work on the document, as well as other bodies of the coordination mechanism in five phases, and the deadline for its completion is 15 months, said the Directorate for European Integration of BiH.

This is the first time that BiH has developed such a comprehensive planning document for the implementation of obligations in the process of European integration, as well as the first time to create a single database of all regulations in BiH that are harmonized with the EU regulations.

Director of the Directorate and the Chairman of the Commission for European integration, Edin Dilberović, emphasized the great importance of the Integration Plan, which is a comprehensive document that BiH will finally have in the process of European integration.

He emphasized that the Plan represents the fulfillment of one of the 14 priorities of the European Commission that are set before BiH, and that it will enable the acquis communautaire to be systematically harmonized at all levels of government.

“The executive authorities in BiH and all institutions of all levels of government should prioritize the work of the Integration Plan,” said Dilberović.

Assistant Director and Chair of the Working Group for Political Criteria Darija Ramljak pointed out that the methodology was adapted to the new situation.

“What was not adjusted were the participants, the coordination mechanism clearly defined that a large part of the activity is on the working groups and that the responsibility lies with the chairmen, deputies, secretary of the working group and a member of the Directorate,” she said.

She added that they have everything that the coordination mechanism envisages, as well as all participants who are involved in the phases when certain problems occur, and pointed out that the Commission for European integration is constantly involved.

She underlined that the completion of the program is expected at the end of next year and that although it seems like a long period if you take into account the circumstances and the fact that this is the first time the program is working, she believes that the deadline is realistic.
