FBiH Govt. adopts Draft Law on Southern Gas Interconnection of BiH and Croatia

FENA Press release

SARAJEVO, October 22 (FENA) - At today's session in Sarajevo, the Government of the Federation of Bosnia and Herzegovina approved the Draft Law on the Southern Gas Interconnection of Bosnia and Herzegovina and the Republic of Croatia, which regulates issues of importance for the construction of this pipeline in Zagvozd (Croatia) - Posušje (Bosnia and Herzegovina) - Tomislavgrad - Šuica - Kupres - Bugojno - Novi Travnik / Travnik, with a branch to Mostar on the territory of the Federation of BiH.

The project includes infrastructure, interconnection point, investors, method of financing, public interest and implementation of real estate expropriation, land use, administrative licensing procedures and involvement of cantonal governments, competent ministries and other administrative bodies, institutions and companies and other issues relevant to its implementation.

The coordinates of the point of interconnection of transmission systems will be defined by a special agreement between two neighboring operators of transmission systems and they are BH-Gas Sarajevo from BiH and Plinacro from the Republic of Croatia. It is an integral part of the Interstate Agreement between Bosnia and Herzegovina and the Republic of Croatia on the construction of this pipeline.

The holder of the investment in the gas pipeline project is BH-Gas, and it will be financed from the funds of international institutions secured through loans and grants, and the investors' own funds. The repayment of the loan will be secured by revenues generated from the collection of transport/transit tariffs.

As stated in the explanation for the adoption of this law, the Federation of BiH is currently supplied with natural gas from only one direction and only one source, using a transport pipeline that crosses the border of Serbia and Bosnia and Herzegovina in Šepak and continues to Zvornik, Kladanj, Sarajevo, Zenica and Travnik.

Apart from the fact that the Federation of BiH is dependent on only one source and direction of supply, it was emphasized that the existing gas pipeline, built in 1979, is very old and loaded during the winter periods when gas consumption is highest.

Therefore, the construction of a new gas interconnection is recognized as a project of the highest priority for the Federation of BiH and it is included in all key strategic, planning and development documents adopted at the level of the Federation of BiH and BiH, including the Framework Energy Strategy of BiH until 2035, the Framework Energy Strategy of the Federation of BiH until 2035, and the FBiH Public Investment Program 2020-2022, the Press Service of the FBiH Government announced.
