TIBiH: Misuse of public resources for election campaign continues

SARAJEVO, November 12 (FENA) - During the election campaign for the upcoming local elections, political parties in Bosnia and Herzegovina spent at least 5.9 million KM on advertising in electronic and print media and billboards, stated the Transparency International in BiH (TIBiH) after quarterly monitoring.

Preliminary monitoring results, presented today at a press conference in Sarajevo, show that out of the mentioned amount, 2.2 million KM cost advertising on television and in the print media, and that at least 3.7 million KM was spent on advertising through billboards.

TIBiH Executive Director Ivana Korajlić pointed out that the data refer to 70 local communities in BiH, covered by monitoring, and that the focus was on examples of misuse of public resources, i.e. the use of public functions and public institutions for election promotion, as well as examples of direct violations of the Election law, including the emergence of intensification of public works.

Summarizing the results of the monitoring, Korajlić reminded that TIBiH has so far submitted 94 reports to the Central Election Commission of BiH (CECBiH) related to violations of the Election Law and the Law on Financing of Political Parties, and that CECBiH has in the meantime imposed 44 fines in total of 45,000 KM due to a premature campaign.

When it comes to the costs of advertising political parties, TIBiH, in cooperation with the Media Monitoring Agency, monitored 12 TV stations (BHT, FTV, RTRS, FACE TV, Hayat, TV BN, ATV, N1, NOVA BH, K3, ALFA TV, O KANAL) and 34 print media from Bosnia and Herzegovina.

Preliminary data show that most money on advertising so far have been spent by SNSD (1.36 million KM), SDA and PDP (800 thousand KM each), SDS (about 600 thousand KM), Ujedinjena Srpska (more than 370 thousand KM) and SDPBiH (more than 310 thousand).

The mentioned monitoring of TIBiH was realized within the project "Support to Citizens in the Fight against Corruption" and in cooperation with partner organizations Centers for Civil Initiatives (CCI) and the Center for Media Development and Analysis (CRMA), with financial support from the United States Agency for International Development (USAID).
