Novalić, Djapo, Džindić and Dedić on measures for river protection

SARAJEVO, November 17 (FENA) - Short-term measures and activities to be taken as soon as possible, all based on an earlier conclusion of the Parliament of the Federation of Bosnia and Herzegovina on a total ban on construction of small hydropower plants, as well as requests from NGO representatives from the Coalition for Protection of Rivers in BiH were the topics at today's working meeting of the Prime Minister of the Federation of Bosnia and Herzegovina Fadil Novalić with the FBiH Minister of Environment and Tourism Edita Djapo, the FBiH Minister of Energy, Mining and Industry Nermin Džindić and the FBiH Minister of Agriculture, Water Management and Forestry Šemsudin Dedić.

Amendments to several ordinances have been agreed upon. In the field of environment and tourism, amendments to the Ordinance on plants and facilities are underway, which can be built and put into operation only if they have an environmental permit in such a way that this FBiH ministry will take over the issuance of environmental permits for over 150 kW.

Representatives of the Coalition for the Protection of Rivers are also participating in the drafting and amendments of the mentioned ordinances.

As far as the energy, mining and industry sectors are concerned, among other things, from January 1, 2021, incentives for small hydropower plants will not be extended, and the funds provided for that will be redirected as incentives to other renewable energy sources.

In accordance with an earlier conclusion of the FBiH Government, the Ministry of Agriculture, Water Management and Forestry has started amending the Rulebook on ecologically acceptable flow, which will specify the method of measuring the permitted flow in which a small hydropower plant may operate.

The goal is for the environmentally friendly flow to be measured in real-time and the IT system to be automatically read in the water agencies so that the agencies can react in case the small hydropower plant does not respect the principle of environmentally friendly flow.

The participants in the meeting were also acquainted with the analysis, which, among other things, indicates that not a single energy permit from the FBiH level was issued this year in order to build a small hydropower plant.

During the meeting, they also talked about long-term measures aimed at saving our rivers, among which is the constitutional protection of water and the right to drinking water, the PR Office of the FBiH Government announced.
