TIMSS research results - BiH students below average again

MOSTAR, December 8 (FENA) - Results of the International Research on Trends in Mathematics and Natural Sciences (TIMSS) conducted on a sample of 5,628 fourth grade students from 178 primary schools in BiH, conducted by the Agency for Preschool, Primary and Secondary Education ( APOSO) BiH, showed that the achievements of students from Bosnia and Herzegovina are below the international average.

Fourth grade elementary school students in BiH scored 452 points on the math test and 459 points on the science test. The achievement made in both tests positions BiH below the average of the TIMSS scale, which is 500 points, and the difference in relation to the average is statistically significant, the APOSO announced.

Students from Serbia and Croatia achieved better results in mathematics, with 508 and 509 points, respectively, than the surrounding countries, which are above the average of the TIMSS scale. It is similar with the average achievements in natural sciences, students from Serbia score 517 points, and students from Croatia 524 points.

As in the TIMSS 2015 survey, the best achievements in mathematics were achieved by the countries of the Far East - Singapore, Hong Kong, South Korea, followed by Japan, the Russian Federation and Northern Ireland.

The recommendations of the TIMSS Report 2019 for Bosnia and Herzegovina are to reduce the percentage of students whose achievements are low, and at the same time increase the percentage of students who achieve excellent results, increase the coverage of preschool education at an early age, with special focus on children who are three years of age, the reduce difference between students' achievement of better and worse socio-economic status, improve the quality of teaching and teaching staff, ensure substantial changes in curricula according to the curriculum based on learning outcomes, and develop mechanisms for monitoring the quality of education at the system level.

The Agency for Preschool, Primary and Secondary Education appeals to the education authorities to take the results of the TIMSS survey seriously.

"APOSO BiH reiterates that caring for the quality of education is the best way to show how responsible we are as a society. Educational authorities anywhere in the world, including our country, have a key responsibility to ensure that every child receives the best possible education to realize their potential and this is also the way for BiH to get young people who will achieve economic and social progress ", the Agency says.

They add that, with the aim of disseminating the results of the research, they will hold a large online conference on December 15, where a comprehensive analysis of the collected data will be presented, which will provide a detailed insight into the results and recommendations of the TIMSS research in BiH.

The TIMSS survey was first conducted in the world in 1995 and has been conducted every four years since then. It provides data on student achievement in mathematics and science, as well as data on the elements that affect these achievements, thus enabling monitoring of student achievement and internationally comparable indicators, which helps education systems in making decisions to improve educational achievement based on evidence.

TIMSS is one of three important international surveys in education (the other two are PISA and PIRLS) whose main goal is to provide a basis for assessing the quality of education in a country in relation to the education systems of other countries and make recommendations for education policies that will improve quality and efficiency in education.

These three surveys in Bosnia and Herzegovina are conducted by APOSO in cooperation with the relevant ministries of education and international partners of the EU, UNICEF, the Embassy of the Kingdom of Norway, the United States Embassy, ​​the OSCE Mission to BiH, Save the Children and the Open Society Fund.

Bosnia and Herzegovina participated in TIMSS once again, in 2007, and the sample of the study consisted of about 4,300 students in the final grade of primary school. The results of this, as well as the PISA 2018 survey, showed a very low level of functional literacy and student achievement in Bosnia and Herzegovina.

TIMSS 2019 for BiH was conducted from May 21 to June 13, 2019 on a sample of 5,628 fourth grade elementary school students, in 178 elementary schools and 336 departments across the country.

APOSO points out that the result of TIMSS 2019 is very important for the development of some future curricular reforms in this country.

The costs of BiH's participation in the TIMSS survey were financed by the European Union, while part of the costs of implementation in BiH were covered by international partners UNICEF and the Embassy of the Kingdom of Norway.

The Agency for Preschool, Primary and Secondary Education points out that they have carried out all planned tasks according to PISA procedures and standards in order to ensure the implementation of PISA 2022 surveys in BiH.
