Invitation to authorities to implement agreement regarding migrant crisis in USC

BIHAĆ, December 8 (FENA) - An extended meeting of the Operational Group for Coordination of Activities and Supervision of the Migrant Crisis in the Una-Sana Canton (USC), which was also attended by representatives of the IOM and UNHCR, was held today in Bihać.

The current situation in the USC area caused by the migrant crisis was analyzed, as well as activities carried out to monitor the situation and measures taken to prevent and early detection and prevention of the spread of coronavirus disease (Covid-19).

It was stated that the health and epidemiological situation is stable in organized reception camps, but several hundred migrants are still moving uncontrolled outside the existing centers whose capacity has been filled.

Non-compliance with the reception quota, determined by the existing capacity for reception and accommodation of migrants, determined by previous oral agreements with representatives of UN agencies and state institutions responsible for migration, jeopardizes the measures taken so far to preserve the health-epidemiological and security situation in the Canton.

In this regard, the Task Force for Coordination of Activities and Supervision of the Migrant Crisis in the USC area is made available to higher levels of government and UN agencies, headed by the BiH Ministry of Security, to implement activities as agreed at a meeting in Brussels since July 2019, chaired by Christian Danielsson, Director General of the Directorate-General for Neighborhood and Enlargement Negotiations.

It is a meeting attended by representatives of the EU and BiH. The authorities agreed that the burden of the migrant crisis should be evenly distributed throughout Bosnia and Herzegovina, not just the USC (equal burden on the entities and other cantons along the entire territory of BiH from east to west), the USC said.

It was agreed that a coordination mechanism must be established for all participants in the migration process (municipalities/cities, cantons, entities, BiH Council of Ministers, BiH Presidency), and that the USC authorities will offer another location for the establishment of the camp locations for additional and reception centers outside the USC in order to relieve this canton, provided that these facilities are not privately owned or state-owned.

“It was also agreed to urgently close the Vučijak camp, and to close all ad hoc temporary reception centers, especially those in private ownership, and relocate them outside the populated area, and to increase BiH's financial assistance in the direction of better migration management, with special reference to the USC, as well as the appointment of an expert from the EU, who will provide expert assistance to the BiH authorities in the direction of migration management,” it is stated in the statement.

The Task Force also demands that illegal migrants be removed from the temporary reception center Miral in Velika Kladuša, which is of a private nature, which seriously endangers the health-epidemiological situation and the security situation in the municipality of V. Kladuša, as well as the safety of illegal migrants within the said camp and in particular the abuse of illegal migrant minors.
