Zvizdić: Initiative for speeding up reform processes

SARAJEVO, December 9 (FENA) - At today's session of the House of Representatives of the Parliamentary Assembly of BiH, there was one law and almost ten parliamentary initiatives sent by the Deputy Speaker of the House of Representatives of the Parliamentary Assembly of BiH Denis Zvizdić.

“I am sorry that no urgent procedure was adopted regarding the Law on Amendments to the Law on Foreigners because the law met the requirements of the Rules of Procedure and I think it is very important because it would be a great message for general prevention in order to achieve a significant effect of deterring migrants from committing criminal acts on the territory of BiH,” Zvizdić told reporters.

Speaking about other initiatives, Zvizdić emphasized that the law on the manner of using and disposing of unpromising, immovable military property is important, and these are 24 locations that can be ceded to cities and municipalities for permanent use and disposal with the possibility of an investment cycle.

There are also initiatives related to the drafting of the law on electronic communications, the lex specialis of the law on the prevention of illegal hate speech on the Internet, as well as initiatives to adopt strategic documents and laws related to environmental protection, development and use of natural resources in BiH and preparation of a law on census that should be done in 2023.

In response to a journalist's question, Zvizdić assessed that the time had come to discuss the constitutional solutions of BiH, and to enable the transition from the Dayton to the Brussels phase.

“We must harmonize the Constitution of BiH with modern solutions that exist in the EU. The constitutional matter is the most important in every state and requires broad consultations, a high consensus of those who participate in the amendments to the constitution,” said Zvizdić.

When it comes to the letter of intent with the IMF regarding the new credit arrangement, Zvizdić stressed that reforms must precede obtaining money.

“If the Parliament decides something like that, of course it is not a problem to have knowledge about the content of the letter of intent with the IMF, but it is the procedure for the representatives of the highest level of executive power to negotiate the letter of intent,” stated Zvizdić.
