Milićević: Our policy is to preserve jobs and protect citizens' health

SARAJEVO, January 11 (FENA) - The FBiH Minister of Finance Jelka Milićević reminded today that this year's proposed entity budget is the seventh proposed by the Government of the Federation of BiH in this convocation, emphasizing that there has never been a case of needing to adopt decisions on interim financing.

"I will not be vain to say that these were good budgets, because they can always be better. At a certain moment, policies are being defined that have received more support than the smaller items that could have, but have not find their place in the budget," Milićević added.

This year, the budget continued the tradition from 2020, the minister noted, which means that revenues are projected to drop, and on the other hand, there is a need for budget intervention towards institutions and lower levels of government due to decrease in revenues and increased needs for protecting human health.

"The budgetary framework of almost 5.5 billion KM will ensure liquidity and stability of the budget of the Federation of BiH in 2021. We planned the revenues with a drop of about 15 percent compared to 2019, because 2020 could not serve as a reference year. Revenues will be approximately the same as in 2020," said Milićević.

However, there was a need for additional sources of funding to address the consequences of the coronavirus pandemic.

"Out of the total planned debt, more than one billion KM will be spent on repaying old debt, while 300 million KM will not be used for consumption but for activating capital investments, i.e. for encouraging public investments because they are the only right investments that should stabilize economic entities and protect those who pay into the budget, employ and contribute to GDP," noted Milićević.

She underlined that the policy of the Government of the Federation of BiH for this year is very clear and that it implies the preservation of jobs, preservation of revenues from 2020, protection of health institutions and assistance to lower levels of government.

"In this way, we will jointly bear the burden of the decline in revenues. About 200 million KM will be directed to the cantons and 30 million KM to the municipalities and this has been recognized as special items in the budget. About 150 million KM has been provided for the Stabilization Fund, and these are interventions exclusively for private business entities,"  concluded the FBiH Minister of Finance, Jelka Miličević.
