Cikotić: Increase the budget framework for combating illegal migration

SARAJEVO, January 12 (FENA) – An MP from Serb caucus in the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina Dušanka Majkić (SNSD) asked Security Minister Selmo Cikotić (SDA), at today's session, why the relevant ministry has not submitted information on the security situation in the country to the BiH PA since 2016.

She added that, given that, it is not surprising that the migrant crisis is in the phase it is and that the BiH PA should know when to expect information for 2019, because it will soon need to compile information for 2020.

Cikotić stated that information on the security situation for 2018 and 2019 was prepared and submitted to the Council of Ministers of BiH on December 18, 2020. 

“However, the General Secretariat of the Council of Ministers requested supplement material with the opinion of the Office for Legislation, which has not been the practice so far, and as soon as it is supplemented, the information will be submitted to the Council of Ministers for adoption and then to BiH PA,” said Cikotić.

An MP from the Croat caucus, Marina Pendeš, asked Minister Cikotić whether he had sent to the Council of Ministers the long-adopted changes to the Action Plan in order to prevent and reduce the influx of illegal migrants on the eastern border of BiH.

She also asked if he had signed a document on the return of illegal migrants with Pakistan, if he had made contacts with colleagues from Montenegro and Serbia about joint action, and if he had provided funds for staffing and technical strengthening of the Border Police.

Cikotić replied that on December 16, 2020, the Council of Ministers adopted the Information with the Plan of Measures and Activities for Effective Management of the Migrant Crisis in BiH, which is a document that has been significantly updated and contains seven priorities, 24 measures and 127 activities.

He added that, based on the decision of the Presidency of BiH from October 15, 2020, the Readmission Agreement between the Council of Ministers of BiH and the Government of Pakistan was signed in Islamabad on November 4, 2020, as well as the Protocol between the Ministry of Security of BiH and the Ministry of Interior of Pakistan. 

Security Minister stated that the BiH Border Police has good cooperation with the institutions of Montenegro and Serbia in the field of border control, and that he believes that in the coming period it is necessary to increase the budget framework to strengthen human and material capacities in the field of combating illegal migration.
