Ramić: OHR must ensure the respect for human rights of returnees in RS

SARAJEVO, February 9 (FENA) - The parliamentary group "Together for BiH" in the National Assembly of the entity of Republika Srpska (RSNA) has prepared a proposal of conclusions regarding the submission of the report of the High Representative on the civilian implementation of the peace agreement in BiH for the period 2009-2020.

The information regarding the request for submission of the report of the High Representative on the civilian implementation of the peace agreement in BiH for the period 2009-2020 is one of the items on the agenda of today's session of the RSNA.

The head of the "Together for BiH" parliamentary group, Edin Ramić, told FENA that the Office of the High Representative, among other things, was obliged to ensure respect for the human rights, in this case, the rights of minority returnees.

"In the last few years, we have had a systematic violation of human rights, both individual and collective, of ethnic minority returnees throughout Bosnia and Herzegovina, from discrimination in primary education, which primarily concerns language, discrimination in employment in public institutions. Recently, after the local elections, violations of the Constitution of both BiH and the entity of RS and the Law on Local Self-Government regarding the participation of these minority returnees in the exercise of power at the local level, etc.," said Ramić.

According to him, these are all topics "which the High Representative has failed to fully notice."

"In this case, a day or two ago, they decided to get actively involved in the election process in Mostar. On the other hand, local communities in the RS entity, which are fully committed to disrespecting the rights of returnees, do not receive any attention from the Office of the High Representative. There are a number of other issues that are controversial.

As for the work of the High Representative himself, we look at the role of the High Representative differently. Therefore, the representatives of the authorities in the entity of Republika Srpska, the ruling majority, and even the opposition believe that he should not do anything, that he should not interfere in his work. While we, on the other hand, who are the representatives of the returnees, expect the Office of the High Representative to work actively. All we expect is that he performs his duty, which is reflected, among other things, in ensuring that the individual and collective rights of minority returnees are respected," underlined Ramić.
