Džumhur: We always link transparency to the issue of having information

SARAJEVO, March 2 (FENA) - We always link transparency to the issue of having information, said today the Ombudsperson for Human Rights in BiH Jasminka Džumhur.

She said this as an introductory speaker at the conference for the presentation of findings and recommendations for improving transparency and ethical infrastructure in public services at all levels in BiH, organized by the Project "Support to the Implementation of Anti-Corruption Strategies in Bosnia and Herzegovina" funded by the EU (Institutional Support to Anti-Corruption - IPAK).

Džumhur emphasized that the Institution of the Human Rights Ombudsman in BiH has several mandates under one roof, namely that they are ombudspersons, that they are a body for equality, a central institution for preventing discrimination, and that they are a central institution for freedom of access to information.

“When you look at these three mandates, which are divided from state to state, divided into several institutions, then you can see that one complexity that is perhaps insufficient at this time, is not reflected in our internal organization and systematization and the result is that in late 2008 and at the beginning of 2009, when this systematization was made, it had only one goal - to ensure the merging of two entities and one state institution into one because that was a condition for visa liberalization for us,” said Džumhur.

She pointed out that when it comes to transparency, “we always link this transparency to the issue of having information and making that information available to the public, and on the other hand, transparency is always linked to the prevention of corruption and human rights violations, i.e. transparency is an important instrument when we protect human rights”.

She added that the Law on Freedom of Access to Information is not a good instrument for the media.

Leader of the IPAK project team, Zoran Jačev, informed the participants that in addition to representatives of media institutions and non-governmental organizations from BiH, representatives from Croatia and North Macedonia are also participating in the conference.

The purpose of the conference is to officially present the findings and recommendations of the analysis prepared by the project team and propose a roadmap to improve transparency and ethical infrastructure in public services at all levels in BiH, as well as to reach an agreement between relevant stakeholders to act on the roadmap.

Recommendations for improving transparency and ethical infrastructure in public services at all levels in BiH cover both aspects of the issue: improving the transparency of institutions and the establishment and functioning of ethical infrastructure in institutions.
