‘Handbook on Special Investigations’ ensures success of criminal investigations

SARAJEVO, March 8 (FENA) - The "Handbook on Special Investigations", promoted today in Sarajevo, was prepared in cooperation with the Center for Education of Judges and Prosecutors in the Federation of BiH and the Geneva Center for Security Sector Management - DCAF.

The publication is the result of cooperation between 20 judges, prosecutors and legal experts, led by the Dean of the UNSA Faculty of Law, Hajrija Sijerčić-Colić, with the support of the RS Center for Education of Judges and Public Prosecutors, the BiH Constitutional Court, the BiH Court and the BiH High Judicial and Prosecutorial Council.

"Special investigations encroach on a person's privacy, affect the right to freedom of expression and information, and therefore we believe that such a publication, which brings together key procedures, principles and good examples from practice, is something that was necessary in our entire criminal- legal system," said the chairman of CEST FBiH Arben Murtezić, adding that this manual is the result of the cooperation of representatives from each of the current criminal codes in BiH, which further adds to its importance.

Special investigative actions are often used in the fight against the most serious forms of crime and the protection of state security.

In light of the fact that 67 courts in BiH have the power to order these encroaching measures, which violate basic human rights, it is crucial to ensure that judges and prosecutors adhere to the principles of the rule of law and respect for human rights.
