SARAJEVO, March 14 (FENA) - Political analyst and senior associate at the Council for Democratization Policy, Berlin, Bodo Weber was the keynote speaker at today's online session of the Association of Independent Intellectuals "Circle 99" to discuss the situation in BiH as a mirror of the crisis of western liberal democracies (on electoral, constitutional and other reforms) ".
Weber reminded that last week, together with a colleague from the Council for Democratization Policy, in an article for the Brussels EU Observer, he warned European capitals about the potentially dangerous path of initial negotiations in BiH between the largest Croat and Bosniak parties, the HDZ BiH and the SDA, under the guidance of the EU and the US officials, as he says, on the so-called reform of the BiH Election Law.
"We warned that, according to our insight and analysis, the negotiation process as it was established until last week, has dangerous characteristics and potential to go in the wrong direction, further strengthening the dysfunction of the state of BiH and further push those soft ethnic divisions in BiH," said Weber.
He added that there were several reasons for concern. One is that these negotiations "obviously rest on an already very worrying agreement under the auspices of the EU and the United States, which took place last year."
On the other hand, he said, the concern is that these negotiations are taking place in a certain context of the lack of a clear strategic policy of the EU and the West as a whole towards Bosnia and Herzegovina.
"If there is no comprehensive process of constitutional reforms and talks, negotiations on the constitutional order of BiH, I believe that such a way of negotiating behind closed doors will inevitably lead to what we saw in Mostar, that is, some kind of 'dirty deals' that serve negotiators the most, and not at all the principles and goals that they should," Weber believes.
