BiH CoM: More than 13.7m euros of EU grant for purchase of vaccines in BiH

SARAJEVO, March 25 (FENA) - The Council of Ministers of Bosnia and Herzegovina adopted, at the session today, the Proposal for concluding the Grant Agreement with Annexes I - VII between the European Union, represented by the European Commission, and the Council of Ministers of Bosnia and Herzegovina which will be submitted to the Presidency of BiH.

The aim of the Agreement is to allocate grants to BiH for the implementation of actions entitled "EU for Health - Contribution to the Availability and Access to Vaccines against Covid-19".

It is a grant of the European Union in the amount of 13,775,280 euros, and the implementation period is 18 months.

Up to 85 percent of these funds will be used exclusively for the purchase of drugs - vaccines against covid-19 from EU member states, and the remaining 15 percent for the purchase of medical equipment and consumables, and other costs.

It is expected that by the end of April this year, the first vaccines from this program arrive in BiH.

Earlier, the BiH Ministry of Civil Affairs was designated as the competent BiH institution for signing direct grant agreements for the procurement of vaccines, vaccine materials and equipment against covid-19 within the "EU for Health" mechanism, and the Minister of Civil Affairs to sign direct grant agreements on behalf of BiH.

The Council of Ministers of BiH will send a notification to the Embassy of the People's Republic of China in BiH, by which Bosnia and Herzegovina officially accepts a donation of 50,000 doses of Sinofarm vaccine against covid-19, thus accepting the diplomatic note of the Embassy of the People's Republic of China in Sarajevo.

The Ministry of Foreign Affairs of BiH is in charge of sending the official request of BiH to the Embassy of the People's Republic of China in Bosnia and Herzegovina, without delay, for the offered donation of 50,000 doses of Sinofarm vaccine, after which the relevant legal procedure will be carried out.

The Council of Ministers of BiH adopted the Proposal for concluding the Amendment to the Agreement on Procurement of Vaccines - "Commitment agreement-committed purchase arrangement" - between the Council of Ministers of BiH and the Global Alliance for Vaccines (GAVI), with the aim of speeding up the delivery of vaccines to BiH.

This amendment creates a precondition for the transfer of previously paid funds transferred from BiH to a special sub-account of GAVI, exclusively with the aim of faster transfer of funds to the account of UNICEF for the procurement of vaccines.

These are technical issues that will not cause the need to allocate additional funds from the budget of BiH institutions, because the money was paid earlier, the BiH CoM said.
