SARAJEVO, April 27 (FENA) - The law regulating the construction of small hydropower plants in the Federation of Bosnia and Herzegovina, although announced by urgent procedure, was procedurally returned in draft form by a majority decision at today's regular session of the House of Representatives of the FBiH Parliament.
The proposer of this act is the FBiH Government, and its official full name is the Draft Law on Amendments to the Law on Electricity.
Namely, by the earlier conclusion of the House of Representatives, the Government is obliged to propose such an act to the Parliament for the necessary legal regulation of this area, which it did by referring it to the procedure with an indication that the deputies should consider it urgently. It envisages a significant narrowing of the opportunities for individuals to build small hydropower plants on rivers in the FBiH.
MPs today slowed down the way to the act by returning it to the form of a draft, which in parliamentary practice usually means that it will pass a public debate before further parliamentary procedure.
In the meantime, with the aforementioned earlier conclusion of the House, the construction of small hydro power plants is prohibited in the entire Federation of BiH until the legislative regulation of this area, all in order to protect watercourses and the environment from uncontrolled exploitation, because apart from enabling individuals to acquire capital, it does not bring benefits to the state, and causes immeasurable damage to watercourses and the environment.
