Magazinović on the appointment of members of the CRA Council

SARAJEVO, May 19 (FENA) - Chairman of the SDP caucus in the House of Representatives of the BiH Parliament Saša Magazinović pointed out at today's press conference the controversies regarding the appointment of members of the Council of the Communications Regulatory Agency of BiH (CRA) and problems in the collective copyright insurance system.  

“The topic of this press conference is one of the items on the agenda of the next session, which will be held on May 25, and that is the adoption of the decision on the appointment of members of the CRA Council,” said Magazinović.

Speaking about the candidates, he said that not even one woman among the seven candidates was nominated.

“The first place on the list is Antonije Beus. He is one of the candidates who had to sign a statement during the candidacy that he was familiar with the CRA Code of Ethics, which defines a conflict of interest. Inspecting Article 22, which defines conflict of interest, it is more than evident that this candidate, who is also the President of the Board of the Foundation for Cinematography, as well as the responsible person of the government association from Kiseljak - the Film Industry Association, is in conflict of interest. The point of this article says that there can be no persons in the CRA Council who are engaged in occupations or entrepreneurship that would be contrary to the interests of the agency. Also, they cannot perform any political function, and this canidate is one of the HNS officials that people like to say is an NGO, but it is more than clear that it is a political organization,” said Magazinović.

Furthermore, he states that "this whole story is very complicated and costs tens of millions".

“We are on the threshold of a huge affair whose trace leads to high-ranking HDZ officials. Antonije Beus is the president of the Film Industry Association, which received a license to collectively exercise copyright in audiovisual works distributed through cable retransmission when Josip Merdžo, a senior HNS and HDZ official, became the head of the Institute for Intellectual Property. This license was previously held by the Association of Film Workers of BiH. With his departure, Merdžo revoked their license without any explanation. A large number of court rulings speak in favor of the fact that it was illegal. Lawyers dealing with this area claim that it follows from all the verdicts that in fact the Association of Film Workers still has a license. Now, Merdžo is constantly issuing a permit to this Association from Kiseljak, and on the other hand, the court annuls it and asks for a new decision, but it encounters ignorance. There is a legal uncertainty of cable operators who do not want to pay money for authors because the situation is unclear who is right: the court says one thing and Merdžo says another. That money is deposited and there is no way to reach those who need to be reached, and those are the authors,” Magazinović explained.

Magazinović does not claim that the HDZ BiH is behind this whole story, but he believes that this party should distance itself from individuals who do it in the stated way.

Danis Tanović, Dino Mustafić, Pjer Žalica, Srđan Vuletić, Elma Tataragić, Ademir Kenović, Ines Tanović, Nedžad Begović and Emir Hamzagić were also present at the conference today.

“I urge all MPs not to vote for this list. There are smart and capable good people in this country who can be on that list and who need to manage that agency properly. This is not just a question of us. CRA is a serious institution, it even depends on what you will see on your screens,” said director Danis Tanović.
