SARAJEVO, May 27 (FENA) - The House of Representatives of the FBiH Parliament did not accept the Report on the Budget Execution of the Federation of BiH for 2020 at yesterday’s session.
In the explanation to the deputies, the Prime Minister of the Federation of BiH, Fadil Novalić, referred to the realized revenues and expenditures in the last year.
“Compared to 2019, last year's budget was doubled primarily due to the integration of the FBiH Institute for Pension and Disability Insurance into the budget. Despite all the challenges and the biggest economic crisis, we still achieved a budget surplus of 7.1 million KM,” said Novalić.
When it comes to public revenues, we have faced challenges. Amendments to the budget for 2020 are planned revenues in the amount of 3.784 billion KM. However, when income from contributions to pension and disability insurance is excluded, revenues were 7.3 percent lower last year than in 2019.
“As far as receipts are concerned, debts amounted to 831 million KM last year, which is 34.7 percent less than planned,” said Novalić.
Therefore, the realized revenues and receipts were 4.74 billion KM, which is 8.2 percent less than planned.
Regarding indirect taxes, a total of 1,385.3 million KM was collected, and they relate to revenues belonging to the FBiH budget in the amount of 901.2 million KM and for financing the external debt from the single account at the state level in the amount of 484.1 million KM.
On December 31, 2020, after closing the business books of all budget beneficiaries and conducting business procedures for closing the fiscal year, the reported accumulated surplus amounts to 247.4 million KM.
As on the revenue side, we have almost doubled the budget increase in expenditures, which was created by integrating the FBiH Institute for Pension and Disability Insurance into the budget, so, Novalić points out, comparing total expenditures and expenses with execution in the previous year is not realistic.
