The progress in meeting the priorities of EC Opinion is very slow

SARAJEVO, May 28 (FENA) - Two years after the publication of the Opinion of the European Commission (EC) on the application for membership in the European Union (EU) and 14 priorities, Bosnia and Herzegovina has fully implemented only one, but in a way that formal preconditions for its fulfillment are met.

The only priority that BiH has fulfilled so far is ensuring the proper functioning of the Stabilisation and Association Parliamentary Committee. 
 
This was said today at a conference entitled "Two years later: Commission Opinion on BiH's application for EU membership", organized by Transparency International in BiH (TI BiH) in Sarajevo, with a focus on reviewing the current situation and causes of BiH's lack of progress on the European path, and the steps that need to be taken to unblock this deadlock.
 
Ambassador of the Kingdom of Sweden to Bosnia and Herzegovina Johanna Strömquist addressed at the conference and emphasized her country's determination to support BiH's application for membership in the European Union.
 
“Sweden supports BiH's application for EU membership, as well as other countries in the region, because we are stronger together,” Strömquist said in a statement for the media before the conference.
 
She reminded that two years have passed since the EC issued the Opinion on BiH's application for EU membership, and that, unfortunately, very little progress has been made in that area.
 
Chairman of the Steering Board of TI BiH Srđan Blagovčanin, in reference to the Report / Review of what has been done in the past two years, or what has not been done, stated that the current situation is characterized by a complete blockade of BiH's European path, and that everything is accompanied by paralysis of government institutions in BiH.
 
Illustrating the latter statement, he reminded that in the period covered by the TI BiH Report, the BiH Parliamentary Assembly adopted only one law, asking what BiH parliamentarians actually do.
 
“In order to avoid misinterpretations, two budget laws have been adopted, but those laws are something that happens automatically. What is even more absurd is that the Budget Law for 2019 was adopted at the end of that year, for 2020 it was adopted in the seventh month, and in 2021 that law has not been adopted yet,” stated Blagovčanin.
 
He warned, at the same time, that BiH would not fulfill the priorities from the EC Opinion for obtaining candidate status in three decades, if the process continued with the existing dynamics.
 
Given that two years have passed since the publication of the Opinion, and that progress in meeting the priorities is very slow, TI BiH in its report, which is the starting point for discussion at the conference, provides an overview of the current situation with the intention of opening a discussion on the next steps that need to be taken in this regard.
