Inter-departmental working group discussed the changes to BiH Election Law

SARAJEVO, June 2 (FENA) - Members of the Interdepartmental Working Group for Amendments to the Electoral Legislation of Bosnia and Herzegovina this Wednesday once again discussed the presence of the representatives of the Central Election Commission (CEC) in the work of that body.

Damir Arnaut (Our Party), a member of the Group from the House of Representatives of the BiH Parliamentary Assembly, requested that someone from the CEC be present at the sessions in order to possibly warn about the potential problems with the implementation of certain potential articles in the Election Law.

He suggested that it be someone from the CEC Secretariat since the representatives of the HDZ and the SNSD in the Interdepartmental Working Group refuse to accept someone from the CEC because they believe that the body was "elected unlawfully".

Dženan Đonlagić (Democratic Front), a member of the Interdepartmental Working Group from the House of Representatives of the BiH PA, agreed with Arnaut and also requested the presence of someone who works on a daily basis on the implementation of the election legislation.

Snježana Bursać-Novaković (SNSD), a member of the Interdepartmental Working Group from the House of Representatives of the Parliament of Bosnia and Herzegovina, responded by saying "they should consult their political comrades in the CEC before the session".

Arnaut replied that to her that he has no party colleagues or friends in the CEC, and reiterated what the head of the OSCE Mission to BiH, Kathleen Kavalec, vividly described today, "if you are reforming the library, you need a librarian."

A member of the Interdepartmental Working Group from the House of Representatives of the BiH PA, Saša Magazinović (SDP), warned that no one obviously believes in the success of the Group and called on Bursać-Novaković to nominate someone from the CEC because they need not political but expertise help.

Dževad Mahmutović (SDA), a member of the Interdepartmental Working Group and Deputy Minister for Human Rights and Refugees (SDA), confirmed that the CEC has a number of proposals to amend the election legislation, but says that it has the information that the CEC does not want to cooperate because of how they are being treated. 

He reminded the CEC that their obligation is to cooperate with the deputies of the House of Representatives of the Parliamentary Assembly of BiH, who appoint seven members of the CEC, and that is necessary in order to bring about essential changes and solve the problems that the CEC has on the ground.

As there no agreement has been achieved in the Interdepartmental Working Group on the presence of the CEC representatives, a compromise solution was accepted that the Group Secretariat consults the CEC and civil society representatives before each session on the envisaged changes.

The session also focused on several proposals for changes to the Election Law, such as the regulation of double mandates, shortening the deadlines from the announcement of elections to election day, the deadline for announcing the final election results, and the introduction of early elections, which the existing law does not recognize.  

The members of the Interdepartmental Working Group will decide on the proposals presented today, some in writing and some in oral form, at one of the next sessions.

The next session is scheduled for June 9, when the third and fourth chapters of the BiH Election Law should be discussed.
