FBiH Government has completed its obligations to amend the law on electricity

SARAJEVO, June 14 (FENA) - The Government of the Federation of BiH announced today that the allegations that it has not completed its obligations when it comes to changing the legal regulations related to the suspension of issuing energy permits for small hydropower plants are untrue.
 
They point out that at the 261st session held on April 1, 2021, the Government determined and urgently sent to the FBiH Parliament the Bill on Amendments to the Law on Electricity in the FBiH. It is prescribed to suspend the issuance of energy permits for small hydropower plants, which is a key permit for the construction of such plants.
 
It is also stipulated that applicants for the issuance of an energy permit, who have concluded concession agreements with the competent authority before the entry into force of this law, are obliged to complete the application for the issuance of an energy permit within three years. One of the new provisions is that a small hydropower plant (sHPP), which was not the case until now, is a hydropower facility with an installed capacity of up to and including 10 MW.
 
The Government points out that such amendments to the law were proposed after the Government instructed the competent FBiH ministries, two water agencies and the FBiH Commission for Concessions to prepare proposals for amendments to all regulations within their competences, in accordance with the conclusion of the House of Representatives of the FBiH, regarding the ban on the construction of small hydropower plants.
 
“The public should know that only after considering the law in the House of Peoples of the FBiH Parliament, the Government can determine the text of the Draft Law, and it will do so as soon as possible. Consequently, only the FBiH Government has so far completed its part of the obligations related to the adoption of legal regulations related to this topic, and calls on the FBiH Parliament to complete its obligations, and MPs who were "the loudest" during the debate to return this law from the emergency to regular procedure, as well as to truthfully inform, and not as today, disinform the public with their political statements,” said the FBiH Government Office for Public Relations.
