Zvizdić: Punish the spread of online hate speech by law

FENA Vernera Jakupović

SARAJEVO, June 15 (FENA) - The bill amending the Criminal Code of Bosnia and Herzegovina, proposed by the Deputy Speaker of the House of Representatives of the BiH Parliamentary Assembly Denis Zvizdić (SDA), was adopted in the first reading at today's session of the House.

Zvizdić pointed out that he proposed amendments to the Law with the aim of treating the extended scope of incriminating hate speech in the future, at the level of the entire BiH - that is, to treat not only religious, racial and national hatred but also any other type of hatred directed at individuals or a member of a group because of their national, racial, religious, ethnicity, language, color, sex, disability, gender identity, origin or any other characteristic.

He believes that such legal formulation, if ultimately adopted in both houses of the BiH Parliamentary Assembly, would have a great effect in terms of general prevention, and the effect of deterring individuals or groups of people from spreading hate speech, with special emphasis on spreading hatred on the Internet, where, unfortunately, under the guise of anonymity, severe insults are written and uttered on a daily basis at the expense of other persons, with no legal or other sanction.

“Of course, such prevention or reduction of hate speech would significantly help us in the realization of one of the priorities from the Opinion of the European Commission on the progress of Bosnia and Herzegovina on the path of European integration,” said Zvizdić.
