Tegeltija: BiH CoM adopts a Decision on interim financing for the third quarter

SARAJEVO, June 23 (FENA) - The Council of Ministers of BiH today adopted a Decision on interim financing of the BiH institutions and international obligations of BiH for a three-month period, more precisely from July to September this year.

BiH Council of Ministers Chairman Zoran Tegeltija said at a press conference that they believed that the BiH Presidency would harmonize the budget proposal and send it to the parliamentary procedure and that there would be no need for such a decision. Unfortunately, as he stated, there is still no agreement in the Presidency of BiH and that is why this decision was made at the end of the second quarter.

Tegeltija pointed out that the decision is identical to the previous two, and that some projects that are important for the citizens still cannot be financed.

Regarding the Bill on Amendments to the Law on the High Judicial and Prosecutorial Council (HJPC) of BiH, Tegeltija reminded that this bill is one of the key ones for obtaining candidate status, as well as other tranches of EU macro-financial assistance.

“The bill has been prepared for a long time, the Ministry of Justice has gone through a lot of harmonization from the Venice Commission to the representatives of the European Commission and the like. Many people participated in the drafting of the law, and unfortunately we were not able to reach a complete agreement regarding this legal solution,” said Tegeltija.

The assessment, as he added, is that the law is going to be forwarded to the Parliament with the possibility of amendments in order to harmonize it to the end and resolve the dilemmas.

“Minister Košarac and I voted against because there are parts of this bill that give the HJPC an authorization for which it has neither material nor technical capacities and it will be difficult to ever provide them,” said Tegltija.

He added that the Judicial Reform Strategy lists many laws that need to be changed and that is why there were views that a whole package of these laws in the field of justice be prepared together.

He stated that today our expert team for negotiations with the Republic of Croatia regarding Trgovska gora has been completed and that this team will analyze all data on the construction of a landfill on Trgovska gora with the Croatian side.
