EU4Justice project provides capacity-building assistance to judiciary in BiH

SARAJEVO, July 13 (FENA) - In order to improve the work of judicial institutions in Bosnia and Herzegovina in response to the most serious forms of crime, a two-and-a-half-year project "EU4Justice: Support to the Fight against Organized Crime and Corruption" has been implemented.

As a finale of the project, a gathering was organized today in Sarajevo, which was attended by numerous participants who presented the results of activities carried out with members of the judiciary and law enforcement agencies in BiH.

The meeting was attended by representatives of the High Judicial and Prosecutorial Council (HJPC), Centers for Education of Judges and Prosecutors of Republika Srpska and the Federation of BiH, prosecutors, judges, government officials and final beneficiaries of this project who stressed the importance of the peer-to-peer approach EU4Justice was nurturing.

HJPC President Halil Lagumdžija explained that the project's focus was on strengthening the capacity of the BiH judiciary to prosecute organized crime and high-level corruption cases, and the main goal was to improve cooperation between the BiH Prosecutor's Office and law enforcement agencies.

Nicolas Bizel, Head of Operations Section for Justice and Home Affairs and Public Administration Reform at the Delegation of the European Union to BiH, which financed the project, said that EU support in the area of the rule of law is aimed at increasing citizens' trust in the justice and home affairs sector of BiH and providing targeted assistance to BiH institutions in the fight against organized crime and corruption.  

The two-million-euro project is part of the EU Strategy for the Western Balkans from 2018, and numerous activities have been carried out within it, although most of the projects were implemented during the coronavirus pandemic.

“The project offered direct assistance in building trust and establishing constant monitoring and recording of investigations, which will ultimately result in a larger number of convictions in the field of organized crime,” Bizel underlined, adding that much remains to be done.

French Ambassador to BiH Christine Toudic explained that France intends to provide support to BiH on its path to the EU, and the rule of law is at the heart of 14 priorities set by the European Commission for BiH in order to obtain candidate status.

She noted that as a result of the project, two guides were written on victims' rights and drafting indictments. Although this project was necessary, it is not enough to adequately fight these forms of crime, but it provides a basis for, as she pointed out, further improvement of work on these cases.

The project also addressed the issue of mentoring for young prosecutors who are just taking office, and the documents resulting from the project will be of great benefit to all judicial office holders. One of them refers to cooperation in international criminal proceedings and extradition, while the other refers to financial investigations.
