Dragan Čović sends letter to diplomatic representatives in BiH

FENA Press release

MOSTAR, September 15 (FENA) - President of the Croatian National Assembly (HNS) and the Croatian Democratic Union (HDZ) Dragan Čović sent a letter to diplomatic representatives in Bosnia and Herzegovina informing them of the situation in the country and calling for assistance in electoral reform. law, as a key issue in BiH.

We publish the letter in its entirety:

„In light of these important times for Bosnia and Herzegovina, allow me to address you with several words while taking the opportunity to express my profound gratitude for your and your administration’s continued support for the betterment of Bosnia and Herzegovina. As key
participants in numerous important processes in our homeland, I wish to inform you of the following. The circumstances we are in require our attention to be paid to crucial reforms that still lie ahead of us.

Bearing that in mind, I call for your attention and aid as we work on changes and amendments of the Election Law of BiH, a process that must be completed in the upcoming three months of this non-election year and that requires limited constitutional reforms. The existing discrimination in our system must finally be eliminated, and equality must be ensured and protected. This is a critical component of the holding of the 2022 elections.

In that, I find it important to recall the political achievement that the international community itself played an important role in - the Mostar Agreement of June 2020. This political agreement not only laid the foundations for the holding of the Local elections in the
City of Mostar but laid the foundations of the jointly accepted commitment for changes and amendments of the Election Law of BiH. As an often mentioned example of constructive political dialogue, it is our collective responsibility to not allow for such an example to be tarnished by the lack of accountability to uphold undertaken obligations. The fact that the Election Law must be taken seriously and solved urgently cannot be refuted. Therefore, it is increasingly important for our focus to remain unhindered as we approach the final months ahead 2022.

I draw your attention to the recently fabricated mathematical information regarding representation or lack thereof in certain bodies of governance, put forth to the representatives of the international community in BiH. It saddens me that some domestic political factors do not yet realize the gravity of the situation, nor our responsibility and the benefits of the leap forward we can take, being more concerned with instigating destabilizing political narratives obliterating the cornerstone, the foundations of Bosnia and Herzegovina that rests upon the
principle of constitutivity and legitimacy of representation.

I say this deeply mindful of the past, present, and the future of our country – equality, constitutivity, right to legitimate political representation at all administrative-political levels are not subject to political trade nor mathematical fraud.

Esteemed Excellencies, I responsibly hold that all political parties of the Croatian National Assembly are ready to become more actively involved in constructive dialogue on increasing the functionality of the Federation of Bosnia and Herzegovina and Bosnia and Herzegovina as a whole once we successfully complete our vital task of changing the Election Law in 2021. I hold it important to note that reaching an agreement on the Election Law will also positively influence the functioning of the Federation of Bosnia and Herzegovina, as an important step in the right direction.

In line with our long-standing aspirations of a future in the European Union and NATO, our dedication to Euro-Atlantic integration persists. It is, therefore, important to emphasize that the upcoming positive developments we can undertake carry the strength to not only contribute
to the internal stability, progress, and prosperity of Bosnia and Herzegovina, but to our EuroAtlantic future as well. I call on all to deliver on what is needed, expected, and integral for a better Bosnia and Herzegovina“, Čović states in the letter intended to diplomatic representatives in BiH.
