SARAJEVO, September 20 (FENA) - Due to the absence of an entity majority from Republika Srpska, the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina sent the Collegium of the House for approval the Draft Law on Amendments to the Law on Excise Duties in BiH, proposed by the BiH Council of Ministers.
The Council of Ministers of BiH has previously determined the proposal of this law, the aim of which is to equate the occurrence of the obligation to pay excise duty for taxpayers who trade in tobacco products with taxpayers who trade in other excise products.
Today, in the second round of voting, the House of Representatives supported the request of the Council of Ministers of BiH to consider the Draft Law on Customs Offenses of Bosnia and Herzegovina under urgent procedure.
However, during the vote on the law itself, no entity majority from the RS was achieved, and it was referred to the Collegium for harmonization.
In the second round of voting, the deputies supported the Proposal of the Law on Protection of the Right to Trial within a Reasonable Time before the Court of BiH, proposed by the Council of Ministers of BiH, with amendments contained in the Report of the Constitutional Commission.
Voting in the second round takes place in situations when the Collegium of the House fails to reach an agreement on a certain item on the agenda, which was previously sent to it by the House for harmonization.
In that case, decisions shall be taken by a majority of those present and voting, provided that the votes "against" may not contain two-thirds or more of the deputies elected from each entity.
