Dean of the Faculty of Crminalistics, Criminology and Security Studies Jasmin Ahić, among other things, said that together with other countries in the region we responded to the pandemic adequately, in accordance with the new situations that have changed day by day.

“The measures of the crisis headquarters in BiH changed every seven or 14 days. Even today, we are having some measures form, but with the process of vaccination and the increasing number of vaccinated citizens, this situation will certainly change, both in BiH and in the region,” said Ahić.

President of the Scientific and Program Committee of the Conference prof. Lada Sadiković said that the pandemic is a health problem, a health challenge and that "the state can restrict certain human rights."

She mentioned that the European Convention is directly applicable in BiH and that it has priority over every other right.

Prof. Ivo Josipović from the Faculty of Law, University of Zagreb said that whenever there are moments of crisis there is a danger that a government will react in a way that diminishes human rights beyond the measure allowed, first by the constitution and then the European Convention on Protection human rights.

He added that the Convention itself "and all our constitutions have the possibility of restricting human rights when necessary for health reasons."

Minister of Security of BiH Selmo Cikotić said that the crisis is something that manifests and very clearly shows all the good and bad sides of the system.

“What we can conclude from this crisis is the fact that security challenges are increasingly interdependent and interconnected and that the appearance of one security challenge usually means increased presence, increased negative impact and increased destructive effects of other security challenges,” said Cikotić.

According to him, no state, no matter how powerful and capable, can achieve its own security on its own, "states are increasingly interdependent."
