BiH ranked 72nd in the world in terms of scale of corruption and abuse of office

SARAJEVO, October 25 (FENA) - According to this year's World Justice Project Index (WJP), Bosnia and Herzegovina has dropped to 72nd place out of 139 countries. The country has received the worst review in terms of the parameters that measure the absence of corruption.

"BiH received an approximate score of 0.52, on a scale from 0 to 1, which is the same result that it recorded last year, with it falling from 64th to 72nd place in the world and is well below Slovenia (at 29th), Croatia (46th), Kosovo* (60th) and North Macedonia (64th). Below BiH, on this year's scale of the rule of law index, are Serbia (81st place) and Albania (83rd place)," it is stated in the report. 

The WJP Rule of Law Index is measured through eight indicators (restrictions on government powers, absence of corruption, government openness, availability of fundamental rights, order and security, law enforcement, civil justice and criminal justice).

Compared to last year, BiH dropped the most in the area of ​​the absence of corruption (-0.02), with a score of 0.42, it ranked 87th in the world. By far the worst parameter by which success in this area is determined is that which measures whether government officials are abusing public office to pursue personal interests. Compared to last year, BiH has also declined in the area of ​​justice (-0.01) and law enforcement (-0.01).

The assessments are based on a survey in which, in addition to the population, lawyers and experts from various fields also participated. Their assessments once again confirmed BiH's setback in the area of ​​rule of law and the fight against corruption.

According to the press release, Transparency International in BiH, as well as other relevant organizations that monitor the state's performance in the fight against corruption, have long warned that large scandals have not been prosecuted in BiH, which is confirmed by the recently published recordings of key justice and security sectors, where it is been openly acknowledged that “high-level corruption is not being prosecuted”.

"Therefore, it is not surprising that BiH, in the area that measures the limitation of government powers, i.e. the degree to which the law is adequately applied to elected and appointed officials, has also recorded a devastating result - 0.45, where it ranks 98th on the world list. The worst-rated, in this area, is the parameter that describes the extent to which government officials are sanctioned for violations or abuses during their term in office. In that aspect, BiH received a score of 0.37 and is ranked 99th in the world.

"Bosnia and Herzegovina had the best result, according to the rule of law index, in 2015, when it was ranked 40th in the world and has fallen 32 places since then. In the prevalence of corruption, the fact is that BiH has been falling behind for a number of years, as shown by other relevant international assessments, such as the Corruption Perceptions Index measured by Transparency International or World Bank indicators that monitor corruption control, Transparency International in BiH points out.
