Drljača: The proposed Bill serves to build dignity of families with children

SARAJEVO, December 2 (FENA) - The FBiH Minister of Labor and Social Policy Vesko Drljača said that the Government of the Federation of BiH at today's session presented the Bill on Material Support to Families with Children in the Federation of BiH, adding that it is an extremely important law.

"It is indisputable that the family is the basis of a stable and healthy society, and in that sense, it is necessary to build the dignity of the family, primarily through material and emotional security," Drljača pointed out at the press conference.

According to him, the proposal of this law has economic and social aspects. Economic one is an investment in human resources, especially in the current time of reducing the number of children born, as well as the departure of young families abroad. Drljača added that the material support of the family is one of the segments of the pronatalist policy.

"The existing system of family protection is not harmonized and is not uniform, and the type of rights and the amount of these benefits depend on the canton, i.e. the place of residence of a person.  In that sense, it was necessary to start drafting a law that should solve certain issues, a more socially just and fiscally sustainable system of protection of families with children, eliminate discrimination against children according to the place of residence, mitigate the consequences of family poverty and help families raise their children," explained Drljača. 

This law, as he added, regulates two issues - child benefits and the issue of maternity benefits for unemployed mothers. 

"These are basic rights, while other rights should be regulated at the level of cantons, i.e. local communities. The basis for the calculation of these basic rights is the average net salary in the Federation of BiH determined for the previous year, according to the official data of the FBiH Statistics Agency," Drljača added.

The law also envisages Children's Week, which is the first week in October, and it is an event of cultural, educational, health and other nature in order to give support to children and implement the Convention on the Protection of Children.
