SARAJEVO, December 22 (FENA) - Deputy Speaker of the House of Peoples in the FBiH Parliament and a member of the Bosniak caucus Aljoša Čampara has proposed a bill to amend the Law on Fundamentals of Social Protection, Protection of Civilian Victims of War and Protection of Families with Children, and sent it to a 60-day public debate.
Čampara says the law aims to grant one of the parents of a child with a developmental disability the right to the status of "caregiver parent" and to provide him/her with monthly benefits and money to pay for his pension and health insurance.
"I proposed that the Law be amended with nine new articles in order to systematically start addressing the issue of families with a disabled member. Here, I primarily believe that parents should be supported and their status resolved, bearing in mind that in most cases the parents themselves are the "caregivers, experts, educators..." of their children, where they are deprived of their basic right, the right to work, because they are unable to work since their children often need 24-hour care.
Due to the aforementioned and other provisions in the Draft Law, both houses of the FBiH Parliament adopted the conclusions obliging the Government and the line ministry, before conducting a public debate, to make a detailed assessment of the number of persons who would be eligible for recognition of the status of the parent caregiver. In addition, the FBiH Ministry of Health should determine which health conditions for persons with disabilities are a condition for exercising this right," Čampara said, referring to a legal solution modeled on the laws in the countries of the European Union, where the issue of caregiver parents has been systematically treated and resolved.
