Bevanda on Zvizdić's letter to Plenković and FBiH Government conclusions

SARAJEVO, July 31 (FENA) - Deputy Chairman of the Council of Ministers of BiH and Minister of Finance and Treasury Vjekoslav Bevanda at a press conference today in Sarajevo said that the letter the Chairman of the Council of Ministers of BiH, Denis Zvizdić sent to the Prime Minister of the Republic of Croatia, Andrej Plenković, in connection to the construction of the Pelješac Bridge, does not represent the official position of the Council of Ministers of BiH.

The Minister stressed that in July last year, the BiH Council of Ministers unanimously adopted a report by the Minister of Transport and Communications of BiH, which states that there are no formal obstacles to the construction of the Pelješac Bridge and that this should not be associated with the Convention on the Law of the Sea.

“Also, I want to emphasize that Zvizdić did not even make the minimum of consultations with the members of the Collegium - Minister Mirko Šarović and I, nor he has offered his views to the Council of Ministers for deliberation,” says Minister Bevanda.

Bevanda added that this letter, like the previous letter from Zvizdić, is the position of one member of the Council of Ministers of BiH, and does not, in any way, represent the official position of the Council of Ministers of BiH.

Bevanda recalled that on 7 July 2017, a joint session of the Council of Ministers of BiH and the Government of the Republic of Croatia was held, and that the Pelješac Bridge was one of the topics discussed.

“Until today, regardless that I have asked for it on a number of occasions, the conclusions that were unanimously adopted at that session, have never been offered for verification in the Council of Ministers.

Reflecting on the conclusions of the Government of the Federation of BiH on distribution of revenues from excise tax, Minister Bevanda said that the temporary decision on the distribution of funds was reached by the Board of Directors of the Indirect Taxation Authority and that it literally reads: 10 percent of the funds collected remain as a reserve on a special account with the Central Bank until the final settlement. The remaining amount of 90 percent of funds is allocated as a base of 100 percent - FBiH 59 percent, RS 39 percent, Brčko District 2 percent.

In his words, the conclusions of the Government of the FBiH, in the content in which they were adopted, "step outside the competences prescribed by the Law on the System of Indirect Taxation, which defines the composition, competence, powers and responsibilities of the Steering Board".

He stated that "the Steering Board is the place where decisions are made and will remain so in the future."
