Novalić: FBiH damaged by 32 million KM per year from toll tax alone

SARAJEVO, September 11 (FENA) - Due to Decision on temporary distribution of revenue from toll tax for building motorways and building and reconstruction of other roads, which the Steering Board of the Indirect Taxation Authority issued in July this year, the Federation of BiH lost 32 million KM on annual level, from toll tax alone, emphasized Prime Minister of FBiH Fadil Novalić.

He noted that due to losses this decision caused for the Federation of BiH, the FBiH Government issued conclusions on his proposal, requesting the Indirect Taxation Authority to deliver reports on paid and distributed revenue to the government, as well as the analysis of paid and distributed resources from toll tax.

"Based on these indicators, the Government will get information on paid and distributed revenue and ultimate consumption, because the Steering Board violated two laws, Law on Payment into the Single Account and Distribution of Revenues and the Law on Indirect Taxation System in BiH," said Novalić.

Violating these two laws, the Steering Board issued a decision on temporary distribution, said Novalić, adding that votes of state and both entity finance ministers and at least one expert are needed for the ITA Board to make decisions.

"All finance ministers voted for this decision, from the Council of Ministers of BiH, RS Government and FBiH Government, and the expert on behalf of the RS Government, which was enough for its adoption," emphasized Novalić.

Novalić underlined that principle of equality of constituent peoples has never been applied to position of finance ministers in BiH.

"Finance management is the key lever of economic development and all positive processes in the society but it can also be an obstacle for those same processes. Bosniaks have never been appointed finance ministers on state or entity levels, that is, they did not have significant impact or right to veto when it comes to distribution of revenues from VAT, customs, excise and toll tax, which is more than 7 billion KM per year," emphasized Novalić.
