SARAJEVO, October 30 (FENA) - The proposal for a completely new Law on Public Procurement in BiH is again in the procedure in the BiH parliament.
As explained by Dženan Đonlagić, Head of the DF caucus in the House of Representatives of the Parliamentary Assembly of BiH, which sent the proposal to the parliamentary procedure, it is a legal solution that is harmonized with key EU directives in this area.
He points out that corrupt procedures such as conflicts of interest or manipulation of various procedures are maximally prevented, such as the deliberate and planned abuse of the system of appeal procedures.
“This is a law that introduces both anti-corruption provisions and full transparency of the public procurement cycle. It is also a law which, if adopted in the BiH Parliament, fulfills another of the 14 priorities from the EC Opinion on the candidate status of BiH for EU membership,” said Đonlagić.
Increased transparency and institutional tools that will lead to a much stronger fight against corruption are the primary goals of this Bill. Transparency guarantees fair, equal and non-discriminatory procedures, adds Đonlagić, claiming that this law goes into further harmonization with EU directives related to public procurement, which is one of the obligations of BiH in the process of joining the EU.
“In this text of the Law, the previously submitted opinions of relevant state institutions, namely the Directorate for European Integration of Bosnia and Herzegovina, the Public Procurement Agency of Bosnia and Herzegovina, as well as the Transparency International Bosnia and Herzegovina, are taken into account,” he explained.
Support for this law, among other things, gives our country a chance to formally receive the status of a candidate for EU membership in 2021, points out Dženan Đonlagić, Head of the DF caucus in the House of Representatives of the BiH Parliamentary Assembly.
