Komšić: Encouraging messages from EU officials on the concept of constituency

SARAJEVO, February 22 (FENA) - The BiH Presidency member Željko Komšić assessed that the messages of the Council of Europe's Directorate for Human Rights regarding the rejection of the system based on the so-called constituent peoples, that Christophe Poirel, Head of the Human Rights Directorate of the Council of Europe, addressed in recent days, are of historical significance.

"I fully agree with the messages of the Head of the Council of Europe's Human Rights Directorate that it is time for Bosnia and Herzegovina to move to a different and modern system in which there is no discrimination and which is not based on the constituent peoples," Komšić said.

"In this regard, I also share the view of European officials that a system designed for the constituent peoples is a major obstacle to the constitutional framework in enforcing the judgments of the European Court of Human Rights, as explicitly stated in those judgments," he added.

"Messages from European officials, such as those from Director Poirel, are of particular importance in view of the whole discussion regarding the amendments to the Election Law of Bosnia and Herzegovina.

A modern system that is not based on the so-called principle of the constituent peoples, which European officials are talking about, is nothing else but a system of a civic state," Komšić concluded.
