USAID/INSPIRE program to do analysis of human trafficking court cases in BiH

SARAJEVO, May 25 (FENA) - The United States Agency for International Development's Human Rights Support Program(USAID /INSPIRE), the Ministry of Security of Bosnia and Herzegovina and the Conflict Prevention and Resolution Center (CPRC) signed an agreement today worth 80,000 KM.

The subject of the agreement is the analysis of about 250 court cases in the field of human trafficking in order to contribute to a fairer court practice in this area.

As a result, guidelines for conducting trials in the field of trafficking in human beings will be developed, on the basis of which the High Judicial and Prosecutorial Council (HJPC) will work on drafting Guidelines for Judges and Prosecutors for Proceedings in Trafficking in Human Beings and the ultimate goal is to strengthen the judicial system in BiH.

State Coordinator for Combating Trafficking in Human Beings and Assistant Minister of Security of BiH Samir Rizvo pointed out that BiH has been facing the problem of trafficking in human beings for a long time and that it is necessary to conduct continued research in order to solve the problem.

For that reason, he added, the BiH Ministry of Security supported the signing of the research contract.

"Judicial practice in prosecuting criminal offenses of human trafficking is relatively short, considering that it was only in 2005 that the said criminal offense was incorporated into the Criminal Code of BiH and so far the authorities are trying to find the best modalities to define best practices," Rizvo pointed out.

Jasmin Bešić, Director of the USAID/INSPIRE Human Rights Support Program, pointed out that the United States has been conducting research on the engagement of countries in the fight against human trafficking for the past 20 years.

"BiH is rated at level two, out of a possible three, which means that it does not meet the minimum standards for countries that we consider to meet the minimum criteria in the fight against human trafficking," he pointed out.

Bešić emphasized that BiH is showing a significant effort to change this situation, and that one of the key indicators is the adoption of the National Strategy for Combating Trafficking in Human Beings.

He pointed out that USAID has been supporting the fight against human trafficking in BiH for many years, and announced that it would invest about two million US dollars in that area in the next five years.
