TI BiH - Our country needs a comprehensive audit of public administration bodies

SARAJEVO, December 2 (FENA) - Bosnia and Herzegovina needs a comprehensive review of public administration bodies at all levels, including a review of their scope, and their restructuring in accordance with the principles of efficiency and quality of service to meet the needs of citizens.

This was emphasized ahead of the conference entitled: "Do we need a reorganization of public administration?", -organized in Sarajevo by Transparency International in BiH (TIBiH) with the support of the Government of the Kingdom of Sweden.

The participants discuss the possibilities related to the existing organizational model of public administration in BiH, trying to find an answer to the question - to what extent this and such models are in the function of transparency, efficiency, effectiveness and accountability, and referring to possible directions of public administration optimization reorganization.

"The results of public administration reform in BiH are far from expected and we cannot be satisfied with what has been achieved so far," said TIBiH Steering Board Chairman Srđan Blagovčanin, and illustrated the complexity of the situation with a number of existing institutions, with the situation being similar at the entity and lower levels of government.

Blagovčanin points out that it is necessary to approach a systematic analysis of what these bodies actually do and whether they work in accordance with the laws and in the interest of the citizens.

He warned that greater public administration creates greater opportunities for corruption, stating that about three billion KM a year is spent through public administration mechanisms in public procurement, and that audit reports show that almost 80 percent of public procurement is realized in violation of legal procedures which causes huge public distrust.

Dragan Ćuzulan, the coordinator of the Public Administration Reform Office in BiH, pointed out the difficulties that have accompanied public administration reform in BiH since its beginning in 2005, emphasizing the need for optimization in terms of staffing solutions and the use of budget resources.

He said that public administration reform is among the top priorities on BiH's European path, and was included in the list of 14 priorities within the European Commission's Opinion.

"Modern public administration means achieving higher quality with the same or less money," Ćuzulan emphasized, pleading for more discipline in spending budget funds and more efficient functioning of public administration bodies.

Dawid Szescilo, associate professor at the University of Warsaw and international expert in the field of public administration, referring to the situation in BiH, said that it was necessary to support the reorganization of public administration in a way that makes it more efficient, regardless of the turbulent times in BiH. 

He reminded that in the meantime, a review of public administration at all levels of government in BiH was performed and that this analysis showed that it is necessary to work on strengthening the responsibility of public administration towards the public and BiH citizens.

"The international community will support this process and is united in the assessment that the reorganization of public administration in BiH is one of the ways to go further, despite the difficulties," said Szescilo.
