NEUM, January 29 (FENA) - The US envoy for electoral reform in BiH Matthew Palmer said in Neum on Saturday that certain changes to the Constitution are needed to comply with the rulings of the European Court of Human Rights.
Commenting on the current course of negotiations on changes to the election legislation, Palmer said that they have been discussing the election models, as well as the functionality of institutions at the level of the Federation of BiH, which, he said, requires hard and thorough work.
"In order to resolve these issues successfully, the US and the EU remain committed partners to domestic officials. Talks are being held in an open and honest spirit, but the issues are difficult and will take time," Palmer said.
Palmer did not want to talk about timeframes and deadlines for reaching an agreement. He said that they are moving forward, step by step and that the negotiators are focused only on the present moment.
Angelina Eichhorst, a representative of the European External Action Service, added that all political representatives at the Neum talks "showed exceptional constructiveness".
"I am sorry that I cannot give you more information today, but we want to leave time and opportunities for political entities to discuss this issue with each other and to address you later on," Eichhorst pointed out.
She stated that moderate optimists remain and that they believe that they will continue to work towards finding a solution.
