RSNA adopts Draft Law on HJPC of RS by majority of votes

BANJA LUKA, February 10 (FENA) - Deputies of the National Assembly of the Republika Srpska (RSNA) today adopted the Draft Law on the High Judicial and Prosecutorial Council of the RS (HJPC RS) by majority of votes. The draft law, proposed by a group of deputies, was adopted by 45 votes in favor, and in accordance with the parliamentary conclusion, this law was sent for public debate, which will be conducted within 60 days. 

Explaining the draft law on behalf of the proposer, the deputy president of SNSD caucus, Srdjan Mazalica, thanked the deputies for their contribution to the debate, stating that this law is not unconstitutional.

He reminded, after the discussion, of the theses of the RS Government regarding the competencies and "the right of the RS to withdraw the competencies transferred to the state level".

He pointed out, at the same time, the bad situation in the judiciary, stating that without the efficient functioning of judicial institutions, there is no effective fight against crime and corruption.

Mazalica said that "the RS Constitution provides for the existence of the RS HJPC, and stipulates that this council ensures the independence, autonomy, impartiality, professionalism and efficiency of the judiciary."

The vote on the draft law on the RS HJPC was preceded by a discussion in which a number of issues were opened, including those outside the scope of the discussed topic, such as the issue - the fight against systemic corruption and economic development.

MP Gordana Vidović (PDP) said in a review of the draft that she believes that the conditions for the adoption of such a law have not been met, and that the participants in the session are a cover for someone's irresponsible behavior.

MP Ljubiša Krunić (PDP) said that there was a parallel between the two HJPCs, and reminded that certain provisions were not harmonized with the RS Criminal Code.

At the same time, he expressed suspicion of serious intentions, that is, that this "story" was started in order to divert attention from important topics - the economy, education, living standards ..

As part of the "Voting Day", several laws were adopted, whose proposals were considered during the parliamentary session.

Among other things, the RSNA adopted - the Law on Amendments to the Law on Securities Market, the Law on Immovable Property Used for the Functioning of Public Authorities, the Law on Amendments to the Law on Pension and Disability Insurance, the Law on Amendments to the Law on Republic Administration, the Law on Fiscalization, The Law on Renewable Energy Sources and the Law on Determining the Origin of Property and Special Property Tax.

The Draft Law on Audio-Visual Activities was also adopted, which was sent for expert discussion, which will be implemented within 30 days, as well as the Decision on the adoption of the Zoning Plan of the Special Purpose Area "Trebinje Airport".
